Project Current Status

A project to build the Middle East’s largest LNG terminal in Kuwait will be completed in March 2022, nearly a year behind the original schedule, said a Kuwaiti official. The project has been delayed due to the spread of Coronavirus. (September 2021)

  • The FEED contract for an onshore liquefied natural gas .LNG. import and regasification terminal at Al-Zour has been awarded to Foster Wheeler of US. (March 2014)
  • Firms have been invited to submit pre-qualification documents by 18 November for the EPC contract for LNG import terminal. (October 2014)
  • 13 firms have been pre-qualified for the EPC contract. (April 2015)
  • KNPC has approved a budget of $3.3bn for the LNG import and re-gasification terminal project. (May 2015)
  • Bids have been invited for the gas import terminal contract. Last date for submission of bids is 29 September. (May 2015)
  • Bids submission deadline for the gas import terminal contract has been extended to 10 November. (September 2015)

  • Consortium of Hyundai Engineering and Construction of South Korea / Mitsubishi Heavy Industries of Japan has submitted the lowest bid price of $2.955bn for the EPCC of the LNG terminal project. (February 2016)
  • EPCC contract for the project has been awarded to a consortium led by Hyundai Engineering of South Korea, who submitted the lowest bid of $2.955 billion. The contract will be signed early April. (March 2016)
  • Client is seeking advisers for a loan to finance the project. It has approached international banks for initial feedback. The LNG plant cost would be $2.9bn. The budget would be divided into $142mn for engineering, $965mn for imports and $1.67bn for construction. (June 2016)
  • KNPC and the Petrochemicals Industries Company (PIC) signed agreements to transfer contracts of key projects – Al-Zour Refinery, Al-Zour LNG Import and Regasification Terminal, and PMC contract for Al Zour Petrochemicals Project – to Kuwait Integrated Petrochemical Industries Company (KIPIC), which is a subsidiary of KPC.   • Hyundai has awarded a contract worth AUD $26.5 million ($21 million) to SRG Limited of Australia to provide specialist contracting services for eight new LNG tanks. The company will be responsible for post-tensioning the LNG storage tanks. (August 2017)
  • KIPIC is set to tender a contract for operational and maintenance services for its liquefied natural gas import (LNGI) facility. Companies that have already been pre-qualified are: Hellenic Gas Transmission System Operator of Greece, Tokyo Gas Engineering Solutions Corporation of Japan / JGC Corporation of Japan, Korea Gas Corporation of South Korea, Osaka Gas Company of Japan / Toyo Gas Company of Japan / Toyo Engineering Corporation of Japan, Regnosa Services / Teekay Marine Solution of Canada / Enagas International of Spain.   • 7 pre-qualified firms have been invited to bid by 21 January, 2020 for the operation and maintenance services contract for Liquefied Natural Gas Import (LNGI) Terminal, which will be located in the Al-Zour petrochemicals complex. They are: Elengva SA, Hellenic Gas Transmission Operator SA, Korea Gas Corporation, Osaka Gas Co.Ltd / Toyo Engineering, Reganosa Services / Enagas Internacional SLU, Reganosa Services / Teekay Marine Solutions (Bermuda) Ltd, and Tokyo Gas Engineering Solutions Corporations / JGC Corporation.   • KIPIC has awarded a contract worth $106mn to Hellenic Gas Transmission System Operator (Desfa) of Greece for the operation and maintenance services for its Liquefied Natural Gas Import (LNGI) Terminal in the Al-Zour petrochemicals complex. The contract will last for a minimum of five years. Desfa’s stakeholders are the infrastructure company Snam of Italy and the energy company Enagas of Spain. (December 2020)
  • KIPIC has awarded a contract worth $223 million to Technip Italy S.P.A to provide “Consultancy for Project Engineering and Management Services at Al-Zour Refinery”. Under the contract, Technip will provide Consultancy for Project Engineering and Management Services for various projects at Al-Zour Refinery, Petrochemical Complex, LNG Import Facilities and other facilities belonging to KIPIC.   • Qatargas delivered the first ever cargo of LNG on a Q-Flex LNG carrier to commission Al-Zour LNG receiving terminal in Kuwait. The terminal is set to be amongst the largest in the world by overall import capacity of 22 million tonnes per annum (MTPA) by 2022. The terminal consists of two jetty heads, capable of simultaneous discharging and has eight storage tanks, with a net volume capacity of 225,000 cubic metres for each tank, with an overall capacity of 1.8 million cubic metres for eight tanks. Project Scope

The project scope involves an onshore liquefied natural gas (LNG) import and regasification terminal at Al-Zour.

 

The scope of work involves construction of two berths for the simultaneous unloading of large LNG carriers. It also includes four full containment LNG tanks, each with capacity 225,500 square metres, a regasification plant with capacity 1,500 billion BTUs/day, pipelines and additional utilities and infrastructure.

 

Kuwait imports LNG at a floating storage and regasification unit (FSRU) at the Ahmadi gas port, near the Mina al-Ahmadi refinery since 2009.

 

KNPC aims at importing 1.5 billion cubic feet a day (cf/d) of gas by 2020. The facility has four storage tanks, each with the capacity to store 25.4 million cubic feet (720,000 cubic metres). The design will also allow for future expansion up to 3 billion cf/d, along with the addition of four more 180,000 cubic metre tanks.

Project Structure:
The project client is Kuwait National Petroleum Company (KNPC). KNPC would fund 30 percent of the LNG project while the rest would be financed through bank loans.
