Project Current Status

DRPIC has selected polypropylene (PP) and high-density polyethylene (HDPE) technologies for a new facility at its $9 billion petrochemical complex, Phase 2 project. The new plants will comprise of a 280 KTA polypropylene plant that will utilize LyondellBasell’s Spheripol PP process technology and a 480 KTA high-density polyethylene plant which will utilize LyondellBasell’s Hostalen ACP process technology. Project History
  • The Omani cabinet made the final decision to move ahead with the project. The project has been at the study phase since mid-2010. .February 2012.
  • The project is being studied. (November 2013)
  • Client said the proposed petrochemicals project planned for the site is of importance only once the refinery is completed. (February 2015)
  • Kuwait Petroleum International has signed a 50:50 joint venture agreement with Oman Oil Company to develop the phase I, refinery project. The project is looking for financial closure by year-end. The $7bn refinery is looking to secure a loan for $5bn from international and local lending institutions. Financing for the project will require a mix of equity from shareholders as well as domestic and foreign borrowing. (April 2017)
  • OOC and KPI have begun feasibility studies covering Phase Two of development of the Duqm refinery and petrochemicals complex. (April 2017)
  • The feasibility study of the $8-9 billion petchem complex has been completed. The design award is set to be awarded in July. It will take about 18 months and financing will take another 12-18 months. So construction will take another 3- 4 years to commence. (May 2018)
  • Executive MD of Oman Oil Duqm Development Company said the FEED contract is set to be awarded in a couple of weeks. The design will take about a year and a half to be completed, and then the process of financing will begin. (October 2018)
  • Bids for FEED contract for the $9 billion petrochemical complex, Phase 2 project, have been submitted. Wood Group of UK is the frontrunner to win the contract, but budget review is likely to push back the date for the design contract award. (February 2019)
  • FEED contract for petrochemical complex, Phase 2 project, has been awarded to Wood Group of UK. Effective immediately, the project will be delivered by Wood’s capital projects teams based in Oman and the UK. The feed scope of work will cover DRPIC’s NGL extraction facility in central Oman and a 230 kilometre pipeline from OOC’s concession areas to the petrochemicals project site in Duqm. (June 2019)
  • DRPIC has awarded the licensed technology to Lummus for the petrochemicals project. (February 2020)
  • DRPIC is set to shortlist the pre-qualified companies next month for the EPC contract for its $9 billion petrochemical complex, Phase 2 project. The pre-qualified companies would be shortlisted by 20 July 2020 with the invitation to bid expected to be issued by mid-October 2020. The EPC contract is expected to be awarded by the third quarter of 2021. (June 2020)
  • DRPIC has postponed the prequalification process for the estimated $9bn Duqm Petrochemicals project to September, 2020. (August 2020)

Project Scope

The project scope involves the construction of a petrochemicals plant at the Omani port. 

 

The petrochemicals project is the second phase of an estimated $15bn development plan that includes the $6bn refinery and a $9bn petrochemicals complex by the refinery.

 

As many as 7-8 petrochemical plants, operating downstream of the refinery, are envisioned in the phase 2 development of an anchor refining and petrochemicals cluster in the Special Economic Zone (SEZ) at Duqm. Output from these plants will be offered to investors — local and international — as feedstock for value-adding chemical industries.

 

The project will include an aromatics and polypropylene plant, as well as storage facilities for naphtha and liquefied petroleum gas.

The project client is Duqm Refinery & Petrochemical Industries (DRPI), a 50:50 joint venture between the Oman Oil Company (OOC) and the UAE’s International Petroleum Investment Company (IPIC).
