  • OPWP has awarded a build-own-operate (BOO) contract worth $275 million to GS Inima Group of Spain in consortium with Aljomaih of Saudi Arabia and Bahwan of Oman for the Ghubrah 3 IWP. Fisia Italimpianti is the EPC contractor for the project. GS Inima scope of work includes financing, design, construction and operation & maintenance for 20 years. GS Inima will hold a 52 percent stake in a Special Purpose Company (SPC) which will operate the plant, a 50 percent stake in EPC and a 51 percent in operation and management (O&M). (November 2020)
  • New company has formally been established to design, finance, construct, own and operate the IWP. Capital Desalination Co SAOC has been set up to build a 300,000 cubic metres per day capacity (equivalent to 66 million imperial gallons per day MIGD) desalination plant at Al Ghubrah in Muscat Governorate. Project Scope

The project scope involves the development of the Sultanate’s largest Independent Water Project (IWP), a 300,000 cubic metres per day (equivalent to 66 million imperial gallons per day MIGD) water desalination scheme at Al Ghubra in Muscat Governorate.

 

The project, known as ‘Ghubrah III IWP’, is the new water scheme that will come alongside Ghubrah II IWP — the 191,000 m3/d (42 MIGD) water desalination plant of Muscat City Desalination Company, which came into operation last year.

 

An older water scheme located at the same site, owned and operated by Ghubrah Power and Desalination Company, is due to be decommissioned during the construction of the new water scheme.

 

The project developer will be awarded a license for the development, financing, design, engineering, construction, ownership, operation and maintenance of the project.

 

A new seawater intake and outfall system will also be built by the bidder to provide the raw seawater and discharge of brine to the sea for the Al Ghubrah 3 IWP.

 

Potable water produced by the project will be supplied to a new reservoir that will be owned and operated by the Public Authority for Electricity and Water (PAEW), the principal water utility authority in Oman.

 

The successful bidder will also be responsible for the construction of the new reservoir.

 

Unlike an IWPP, which is co-located with a power generation plant, the new Ghubrah III IWP will be a standalone scheme operating on electricity supplied from the grid.

 

Ghubrah III IWP will help augment desalination capacity in a region that continues to witness strong water demand growth estimated at 5 per cent annually.

 

Water demand in the Main Interconnected Zone — encompassing the governorates of Muscat, Al Batinah North, Al Batinah South, Buraimi, Al Dakhiliyah, and Al Dhahirah — is projected to increase from 746,000 m3/d in 2016 to around 1.065 million m3/d in 2023. In the Sharqiyah Zone, water demand is expected to increase at the rate of 7 per cent, from 93,000 m3/d in 2016 to 115,000 m3/d in 2023.

Project Structure:
The project is owned, operated and managed by Oman Power and Water Procurement Company (OPWP). The consortium of KPMG Lower Gulf Limited, Fichtner GmbH and DLA Piper Middle East LLP is advising OPWP on the procurement and delivery of the project. The scheme will be developed under a 20-year water purchase agreement (WPA), which will be signed between the successful developer and OPWP.
