Project Current Status

Shandong Electric Power Construction (SEPCO) of China has signed the EPC Contract with the consortium of Lamar Holding and Mowah for Jafurah seawater desalination and water supply pipeline project. The contract scope includes a seawater desalination plant with a daily water production capacity of 80,000 cubic meters and the EPC work of about 200 kilometers of water transmission pipelines. Project History
  • Saudi Aramco is set to issue tenders to develop two independent water projects (IWPs) catering to the Jafurah and Zuluf oil fields, soon. Firms pre-qualified to bid for the Jafurah IWP are: Abengoa of Spain, Acwa Power of Saudi Arabia, Suez of France, and Veolia of France. The project entails the development of a seawater RO plant. (January 2020)
  • Saudi Aramco has invited developers to submit bids by 31 October, 2021 for a planned PPP water project at Zuluf. The project is planned to have an initial capacity of 185,000 cubic metres a day (cm/d). The water treatment plant will treat water from the Zuluf oil field, before reinjecting the water back into the oil field. (June 2021)
  • ILF Consulting Engineers has secured a major contract to provide technical advisory services for Zuluf Water Treatment Plant project. As per the contract, ILF will be responsible for covering all technical aspects in the request for proposal (RfP) document for the project package, which specifies the developer’s responsibilities to carry out engineering, design, material supply, construction, inspection, testing, pre-commissioning, and commissioning as well as operation and maintenance of the water treatment plant for a 25-year term.   • Saudi Aramco has invited developers to submit proposals for an independent water producer (IWP) desalination project with a capacity of about 80,000 cubic metres a day (cm/d).at its Jafurah gas field. This is the second time that Saudi Aramco has issued a tender for a desalination project at Jafurah, having cancelled a previous tender for a 100,000 cm/d plant in December 2020. (November 2021)
  • Saudi Aramco has awarded a contract worth $693 million to the JV of Sepco, Mowah Company, and Lamar holding to construct an independent water project (IWP) in Al Jafurah Oilfield in Saudi Arabia. The contract scope involves the construction of a RO desalination plant with a capacity of 80,000 m3/day, installation of high-pressure pumps, pipelines and associated facilities. The project construction is expected to start in June, 2023 with completion scheduled in December, 2025. (February 2023)
  • Saudi Aramco has awarded the EPC contract worth $327 million to Fisia Italimpianti, a subsidiary of the Webuild Group for the construction and management of a water treatment plant for the Zuluf onshore oil facilities in Saudi Arabia. The contract is for the water treatment plant for the Zuluf Central Processing Facilities that is required for the onshore structures. The construction is part of the Arab Heavy (AH) Crude Oil Increment of the Zuluf field development. Fisia Italimpianti will build the plant that will treat, degas and filter water for iron and suspended solids at a maximum production capacity of 185,000 cubic metres per day. The plant will reinject the water in the oil wells to facilitate the production of Arab Heavy crude oil by maintaining pressure in the wells. (May 2023)
  • Saudi Aramco awarded a contract worth $112 million to Fisia Italimpianti for the operation and maintenance of the water treatment plant for 25 years in support of water injection for the Zuluf Onshore Oil Facilities project. Fisia Italimpianti will own a 20 percent share in the contract in a joint-venture with Almar Water Solutions, Aljomaih Energy and Water Co Ltd (AEW) and Aquatech International. The project consists of a water treatment plant with a 185,000 m3/day capacity. It will be developed under a 25-year BOOT (build, own, operate, and transfer) scheme, and includes the design, development, financing, construction, commissioning, operation and maintenance, and transfer of ownership. The onshore packages of the main project comprise hydrocarbons processing facilities, utilities, water treatment & injection facilities, and associated works. The project will have the capacity to process 600,000 barrels per day (bpd) of Arab heavy crude oil from the Zuluf offshore field. The processed crude will ultimately be transported to the Juaymah terminal by pipeline. (May 2023)

Project Scope

The project scope involves the development of two independent water projects (IWPs) catering to the Jafurah and Zuluf oil fields.

 

The Zuluf project is planned to have an initial capacity of 185,000 cubic metres a day (cm/d). The water treatment plant will treat water from the Zuluf oil field, before reinjecting the water back into the oil field.

 

For the Zuluf IWP, the Sumitomo Mitsui Banking Corporation (SMBC) has been appointed as financial adviser for the project, with White & Case and ILF Consulting Engineers appointed as legal and technical consultants respectively.
