Project Current Status

Iraq has agreed to a smaller 30% stake in TotalEnergies long-delayed $27 billion project. TotalEnergies would be responsible for the first phase of the seawater project costing $3 billion. QatarEnergy will also take part in the consortium and will have a share in the project. (April 2023)

Project History
  • The South Oil Company (SOC) of Iraq has shortlisted five international firms to bid for phase I of the Common Seawater Supply Project (CSSP). The project will supply the oil fields in southern Iraq with seawater to inject into the deposits to increase overall oil recovery. The project has been under discussion for nearly a decade, and was priced at $12 billion when capacity was to be 10 million bpd of water, which is now reduced to 5 million bpd. (April 2018)
  • The South Oil Company (SOC) of Iraq has received the technical proposals from four companies for the first phase of the Common Seawater Supply Project (CSSP). (May 2018)
  • Client has shortlisted 3 companies for the water processing facility package of phase I of the Common Seawater Supply Project (CSSP). They are - Bauer Group of Germany, Hyundai Engineering and Construction of South Korea, Petrofac of UK. (July 2018)
  • Hyundai Engineering & Construction of South Korea has been selected for the water processing facility package of its Common Seawater Supply Project (CSSP). The contract is expected to be officially awarded later this month. (April 2019)
  • Technical bids have been submitted for the pipeline package of the project. The bidders are: China Petroleum Pipeline (CPP), Hyundai Engineering & Contracting of South Korea / Saipem of Italy, Petrofac of UK / China Harbour, and Tekfen of Turkey. The invitation to submit commercial bids is expected to be issued this month. (May 2019)
  • BOC has awarded a $2.45 billion contract to Hyundai Engineering & Construction of South Korea for the water processing facility package of its Common Seawater Supply Project (CSSP). CH2M, which is now part of US-based Jacobs, is project management consultant on the project. (June 2019)
  • Client has invited developers to submit commercial bids by 16 June, 2019 for the estimated $1.5 billion pipeline package of its Common Seawater Supply Project (CSSP). The deadline is likely to be extended. (June 2019)
  • Deadline to submit commercial bids for the estimated $1.5 billion pipeline package has been extended but a new bid deadline has not been announced yet. The previous deadline for submission of bids was 18 August, 2019. (September 2019)
  • Progress on CSSP project has become slow amid widespread protests. (October 2019)
  • Client has extended the deadline to submit commercial bids for the estimated $1.5 billion pipeline package. A new bid deadline is 1 April, 2021. The project was on hold since December, 2019 for over a year due to financial and political issues. (March 2021)
  • Iraq has signed a heads-of-agreement deal with French firm Total spanning four projects involving natural gas, solar energy and seawater reprocessing. The deals will be submitted to the cabinet for final approval, said Oil Minister Ihsan Abul Jabbar. As part of the deal, Total will take hold of a seawater injection project, which is on hold for a decade and is core to the development of southern oilfields account for most of Iraq´s production. It will have the capacity to treat 2.5 million barrels of seawater per day initially and aims partly to flush oil to the surface. It is expected to help overcome declines in output from fields such as Rumaila, West Qurna, Zubair and Majnoon. (April 2021)
  • The Iraqi government has approved the agreement between the Ministry of Oil and Total Energies of France to implement the project. (August 2021)
  • French firm TotalEnergies has signed an agreement with the Government of Iraq to invest a total of $27bn in four energy projects in the country. The agreement includes three contracts with the Iraqi Ministry of Oil and one with the Ministry of Electricity. Around $3bn has been earmarked for a project that involves injecting seawater into oilfields to increase crude recovery. (September 2021)

  • Basra Oil Company (BOC) has named frontrunners for the estimated $1.5 billion pipeline contract as part of the Common Seawater Supply Project (CSSP). China Petroleum Pipeline Engineering and Tekfen of Turkey are the frontrunners to win the pipeline contract. (November 2021)
  • Revised bids have been submitted for the estimated $1.5 billion pipeline contract as part of the CSSP. (March 2022)
  • Bids submitted for the pipeline contract as part of the CSSP, are under evaluation. The sea-water intake facility and water treatment plant are expected to be revived by Q1, 2023. (June 2022)
  • The main contract bids are still under evaluation and is expected to be awarded by June 2023 for the Pipelines project and Water Treatment Plant continues to be on hold. (November 2022)
  • Basra Oil Company (BOC) is still in talks with Total Energies for the development of the project. (April 2023)

Project Scope

The Common Seawater Supply Project (CSSP) scope covers the construction of a giant seawater treatment plant and pipelines to carry the water to the oil fields in southern Iraq including Exxon’s West Qurna field and BP’s Rumaila.

 

Water injected into oil reservoirs will increase pressure and will also free up freshwater for local use.

 

The capacity has been revised downwards. The project scope covers the construction of a giant seawater treatment plant and pipelines to carry the water to oil fields. The plant capacity will be nearly 1.2 mn cu m per day.

 

CH2M, which is now part of US-based Jacobs, is project management consultant on the project.
