Project Current Status

Iraqi Minister of Oil Hayan Abdul Ghani said that investment opportunities would soon be offered to increase the output capacities of some domestic refineries. It will include the increase in capacity of the Qayyara refinery by 70,000 bpd. (January 2023)

Project History
  • The Iraqi Ministry of Oil has invited bids by 14 June, 2018 for the construction and operation of a new 100,000-bpd Qayara refinery in Ninawa governorate. The proposed refinery will be built on build, own, operate and transfer (BOOT) basis. (April 2018)
  • Sonangol of Angola is working with Iraqi ministry of oil to build a refinery in Mosul with a capacity of 100,000 - 150,000 bpd of complex products. Sonangol operates the Qayara oil field. (June 2019)
  • The refinery project faces delays due to ongoing civil unrest in the country. (November 2019)
  • Iraq is planning to expand refining capacity at Qayara. Iraq's Oil Ministry plans to massively expand the 14,000 b/d Qayara refinery in the north of the country. Work would increase capacity six-fold, by 70,000 b/d to 84,000 b/d. (September 2020)
  • The Iraqi Ministry of Oil signed an initial agreement with SEAB of Sweden and Limak of Turkey to build al-Qayyarah oil refinery with a capacity of 70,000 barrels per day in the northern province of Nineveh. The Ministry is keen to improve the refining sector by building advanced oil refineries across the country and by adding advanced units to the existing refineries to increase and improve the production. Project Scope

The project scope involves the development of a refinery to process ultra-heavy crude oil from the Qayarah oil fields.

 

The refinery will be built in Qayara, near Mosul, in Nineveh province with a 100,000-bpd capacity.

 

The oil ministry did not say if it will be a completely new construction or a building out of the existing Qayarah refinery, which has a 20,000 bpd nameplate capacity but has been operating at 4,000 bpd. It was built in 1955 and is operated by state-owned North Refineries Company.

 

Sonangol operates the Qayara oil field, which produces around 30,000 bpd.

 

Whilst Iraq is OPEC’s second largest oil producer after Saudi Arabia, the country’s refining capacity has been severely hampered since 2015, when fighting with Islamic State (ISIS) militants damaged the nation’s largest refinery at Baiji. Since then Iraq has been largely dependent on two facilities at Doura, near Baghdad, and Shuaiba in the south of the country.
