Project Current Status

Saudi Aramco has received bids from LTA offshore contractors for the EPCI of multiple structures at the Zuluf oil and gas field. The tender number is 134 in Aramco's CRPO system. Its estimated contract value is $1.4bn. (January 2024)

Project History
  • Saudi Aramco has received the pre-qualification documents from contractors for building an onshore central processing facility (CPF) for Zuluf offshore oil and gas field project. The EPC work on the Zuluf field development has been divided into three onshore packages and five offshore packages. Aramco is set to issue tender for the three onshore packages comprising CPF, on 1 May, with bids submission deadline set for 31 July, 2019. The offshore packages is said to be tendered only to the nine EPC contractors that are included in Aramco’s long-term agreement pool of contractors. (April 2019)
  • Aramco has postponed issuing the ITB to July for the onshore and offshore packages of Zuluf offshore field development project. The front-end engineering and design (feed) works on the onshore and offshore packages are being carried out by Jacobs Engineering and KBR, both of US, respectively. (May 2019)
  • Saudi Aramco is set to issue tenders to develop two independent water projects (IWPs) catering to the Jafurah and Zuluf oil fields, soon. Firms pre-qualified to bid for the Jafurah IWP are: Abengoa of Spain, Acwa Power of Saudi Arabia, Suez of France, and Veolia of France. The project entails the development of a seawater RO plant.   • Saudi Aramco has resumed tendering for the onshore and offshore packages of its estimated $9bn project to expand the oil production and processing facilities at its Zuluf offshore oil and gas field. The tender is set to be issued next month in March, 2020. (February 2020)
  • The EPC pre-qualification documents have been submitted for the Zuluf Oil Field Sea Water Reverse Osmosis (SWRO) plant. (June 2020)
  • Saudi Aramco is expected to release the engineering, procurement and construction (EPC) tender soon for its $60 million Zuluf Oil Field Sea Water Reverse Osmosis (SWRO) plant. The SWRO plant would have a design capacity of 490,000 cubic metres a day (m3/day) and storage tanks. It will treat water produced at the Zuluf oil field. The project completion is scheduled for fourth quarter 2023. (October 2020)
  • Aramco has issued tender for all the Offshore Packages of its estimated $9bn project. Last date to submit bids is 30 June, 2021. The tender has been issued to the contractors under the offshore LTA pool of Aramco. The offshore packages comprise construction and installation of Trunk Lines (CRPO 79), construction of Water Injection Facilities (CRPO 80, 81), and construction of Oil Gathering Centres (CRPO 82, 83).   • Saudi Aramco has invited developers to submit bids by 31 October, 2021 for a planned PPP water project at Zuluf. The project is planned to have an initial capacity of 185,000 cubic metres a day (cm/d). The water treatment plant will treat water from the Zuluf oil field, before reinjecting the water back into the oil field. Aramco is also planning to develop a reverse osmosis (RO) desalination plant and independent sewage treatment plant (ISTP) at the Zuluf oil fields. (June 2021)
  • Aramco has extended the technical bids submission deadline for the Onshore Packages 1 and 2, to 12 August, 2021. The commercial bid submission date for the packages is 2 September, 2021. The packages scope comprises construction of hydrocarbons processing facilities, utilities, water treatment & injection facilities, and associated works. (July 2021)
  • Aramco has extended the bids submission deadline to 22 August, 2021 for the Offshore Packages CRPOs 79, 80, 81, 82, 83. The scope of works includes construction and installation of trunk lines, water injection facilities, and oil gathering centers. (August 2021)
  • Aramco has extended the bids submission deadline to 11 September, 2021 for technical services and In-Kingdom Total Value Add (Iktva) qualifications for an industrial support facilities (ISF) package linked to its Zuluf oil field expansion project. The contract scope includes the development of an administration building, dining areas, a fire station, maintenance areas, a laboratory and parking spaces, as well as a sewage treatment plant.   • Aramco has yet again extended the commercial bids submission deadline for the Offshore Packages (CRPOs 79, 80, 81, 82, 83) to 19 September, 2021. Technical bids have been submitted. (September 2021)
  • Technical bids submission deadline has been extended to 24 October, 2021 for the Onshore Packages 1 and 2. The commercial bid submission date now for the packages is 31 October, 2021. The packages scope comprises construction of hydrocarbons processing facilities, utilities, water treatment & injection facilities, and associated works. The commercial bids for Offshore Packages (CRPOs 79, 80, 81, 82, 83) have been submitted. (October 2021)
  • Aramco has received bids for the onshore packages 1 and 2 for the Zuluf offshore oil and gas field. For the two onshore packages 1 and 2, bidder include - Hyundai E&C, JGC Corporation, Larsen & Toubro, Saipem, Samsung Engineering, SEPCO, Technip. For the Offshore Packages (CRPOs 79, 80, 81, 82, 83), the commercial bids have been received from - Hyundai Heavy Industries, L&T, McDermott, NPCC, Saipem. More bidders are there understood to have submitted bids for the offshore packages. (November 2021)
  • Saudi Aramco has awarded a contract worth AED 8.2 billion ($2.23 billion) for two offshore packages, CRPO 82 & CRPO 83 to National Petroleum Construction Company (NPCC), a subsidiary of National Marine Dredging Company PJCS (NMDC) of UAE. The CRPO 82 scope includes at least 12 oil-handling wellhead topsides, two oil tie-in platforms and one electrical distribution platform, while the CRPO 83 is made up of 12 additional oil-handling wellhead topsides, two oil tie-in platforms, as well as infield pipelines and cables.   • Aramco has selected contractors for the offshore packages. For the Offshore Package CRPO 79, McDermott has been selected for onshore and offshore 42-inch oil trunklines. For the Offshore Packages CRPO 80, 81, L&T and Subsea 7 consortium has been selected. CRPO 80 comprises 9 water-injection wellhead topsides, 2 water-injection tie-in platforms, infield lines and subsea cables. CRPO 81 comprises multiple additional water-injection wellhead topsides, 1 water-injection tie-in platform plus associated offshore infrastructure. (February 2022)

  • GAS Arabian Services Co., Saudi Arabia has awarded a SAR 139.5mn ($37.2mn) contract to JGC Arabia Limited for the onshore facilities of Saudi Aramco’s Zuluf offshore oil and gas field. The contract scope includes preassembly of steel structure, steel structure erection, equipment installation, piping, painting and MCS MP support services. The duration of the contract is 2 years.   • Saudi Aramco awarded a contract to Almar Water Solutions, a leading business in developing and managing water infrastructure and services, together with Al Jomaih Energy and Water Co. (AEW) to develop a water project in support of water injection for the Zuluf Onshore Oil Facilities project, located in the Arabian Gulf. The team reaches financial close for the project in mid-March. For the execution and O&M of the plant, Almar Water Solutions will work with a consortium of companies formed by Al Jomaih Energy and Water Co. (AEW), Fisia Italimpianti and Aquatech International.   • Saudi Aramco has awarded the EPC contract worth $327 million to Fisia Italimpianti, a subsidiary of the Webuild Group for the construction and management of a water treatment plant for the Zuluf onshore oil facilities in Saudi Arabia. The contract is for the water treatment plant for the Zuluf Central Processing Facilities that is required for the onshore structures. The construction is part of the Arab Heavy (AH) Crude Oil Increment of the Zuluf field development. Fisia Italimpianti will build the plant that will treat, degas and filter water for iron and suspended solids at a maximum production capacity of 185,000 cubic metres per day. The plant will reinject the water in the oil wells to facilitate the production of Arab Heavy crude oil by maintaining pressure in the wells. (May 2023)
  • Saudi Aramco awarded a contract worth $112 million to Fisia Italimpianti for the operation and maintenance of the water treatment plant for 25 years in support of water injection for the Zuluf Onshore Oil Facilities project. Fisia Italimpianti will own a 20 percent share in the contract in a joint-venture with Almar Water Solutions, Aljomaih Energy and Water Co Ltd (AEW) and Aquatech International. The project consists of a water treatment plant with a 185,000 m3/day capacity. It will be developed under a 25-year BOOT (build, own, operate, and transfer) scheme, and includes the design, development, financing, construction, commissioning, operation and maintenance, and transfer of ownership. The onshore packages of the main project comprise hydrocarbons processing facilities, utilities, water treatment & injection facilities, and associated works. The project will have the capacity to process 600,000 barrels per day (bpd) of Arab heavy crude oil from the Zuluf offshore field. The processed crude will ultimately be transported to the Juaymah terminal by pipeline. (May 2023)
  • A sub-contract for the Zuluf Onshore Oil Facilities project has been awarded to Synectics. Under the contract, Synectics will supply specialist camera stations for the project consisting of a new unmanned oil production wellhead connected to a new central processing facility. National Petroleum Construction Company (NPCC) confirmed the contract award to Synectics and its integration partner, Exctel Engineering, for the project’s Process and Security CCTV systems. Synectics’ latest generation COEX™ C3000 TriMode camera stations will provide safety monitoring and surveillance covering critical locations on the platforms to monitor process activities and protect Saudi Aramco’s employees and assets. Designed for hazardous-area applications and able to withstand operating temperatures up to 70 degrees Celsius, the COEX™ C3000 TriMode camera stations include the latest thermal imaging and encoding technology, providing unprecedented visual feedback in all lighting conditions.   • Saudi Aramco has awarded contracts for EPCI work on CRPOs 135, 136 and 137 covering several structures at the Zuluf offshore oil and gas field development. The contractors and their estimated values are: Lamprell of UAE for CRPO 135 – $390mn, NMDC Energies of UAE for CRPO 136 – $900mn, CRPO 137 – $400mn. The scope of work for CRPO 136 and 137 comprises fabrication and installation of 11 slipover Production Decks Modules and fabrication and installation of nine structural jackets in addition to installation of eight subsea pipelines with approximate length of 23 kms and 22 Nos 15 kV subsea cables with a total approximate length 115 kms. Project Scope

The project scope involves expansion of the oil production and processing facilities at Zuluf offshore oil and gas field.

 

The engineering, procurement and construction (EPC) works on the Zuluf field development have been divided into three onshore packages and five offshore packages.

 

2 onshore packages –

• Package 1 – Hydrocarbon processing facilities

• Package 2 – Utilities, Water treatment and injection facilities 

 

It also includes laying of pipelines, civil & infrastructure works, and construction of associated facilities

 

The CPF will have the capacity to process 600,000 barrels per day (bpd) of Arab heavy crude oil from the Zuluf offshore field. It will include gas/oil separation, wet crude handling, crude storage and shipping, gas compression/conditioning, water disposal, utilities, and power supply and flaring facilities. The processed crude will ultimately be transported to the Juaymah terminal by pipeline. 

 

The offshore packages will include – 

 

• One package for offshore pipeline construction and installation

• Two packages for water injection facilities

• Two packages for oil gathering centres

 

The front-end engineering and design (feed) works on the onshore and offshore packages are being carried out by Jacobs Engineering and KBR, both of US, respectively.
