Project Current Status

The Adnoc Gas Processing (AGP) has received commercial engineering, procurement and construction (EPC) bids for the project to develop an additional carbon-efficient LNG plant in Ruwais. (February 2024)

Project History
  • The PMC tender for the planned LNG terminal project in Fujairah has been issued by Adnoc LNG alongwith the tender for pre-FEED and FEED services. (February 2022)
  • KBR of US has been appointed for the project management consultancy (PMC) contract for the project. (April 2022)
  • Adnoc LNG has received bids for the FEED study on a liquefied natural gas export terminal at Fujairah in UAE. The bidders are: Fluor, KBR, McDermott International, Technip Energies. (April 2022)
  • The front end engineering and design (FEED) contract has been awarded to McDermott International Ltd for a new, carbon-efficient LNG export terminal in Fujairah. The FEED award is expected to be followed by the award of an EPC contract in 2023. (May 2022)
  • The EoIs for the main contract have been received from: Chiyoda Corporation, JGC Corporation, McDermott, Saipem, Samsung Engineering and Technip Energies. (August 2022)
  • Technip Energies, amongst others, is shortlisted for the main contract. Tender for the same is yet to be issued. (November 2022)
  • Adnoc has reached out to potential partners for an equity position in its planned new LNG export terminal project. Interest in gas supplies from Abu Dhabi has come from countries including Germany and Austria in recent months as European states and companies adjust to the fallout from Russia's Ukraine invasion on energy markets. (November 2022)
  • The companies pre-qualified for the EPC contract for developing an additional carbon-efficient LNG plant in Fujairah are: Hyundai Engineering & Construction, JGC Corporation, McDermott, National Petroleum Construction Company, Saipem, Technip Energies. McDermott is carrying out the FEED works. (March 2023)
  • The project, which was initially intended to be constructed in the emirate of Fujairah, will now instead go ahead in Abu Dhabi. The new location in Ruwais Industrial City sits nearby much of ADNOC’s oil and gas infrastructure. (May 2023)
  • ADNOC Gas has signed a three-year supply agreement valued at up to $1.2 billion with TotalEnergies Gas and Power Limited for the export of liquefied natural gas (LNG). Under the terms of the agreement, through its subsidiary, ADNOC Gas will supply TotalEnergies LNG, which will be delivered to various export markets around the world. TotalEnergies Gas and Power Ltd. is a subsidiary of TotalEnergies. The three-year contract is expected to commence in 2023. (May 2023)
  • AGP has invited firms for the EPC contract for developing an additional carbon-efficient LNG plant in Ruwais. The technical bids have been submitted. The commercial bids are due to be submitted by 30 August, 2023. Firms shortlisted for the EPC phase include: • Hyundai Engineering & Construction, • JGC Corporation, • McDermott, • National Petroleum Construction Company, • Saipem, • Technip Energies. The FEED work is being carried out by McDermott. (August 2023)
  • The FEED works on the project has been completed. (August 2023)
  • Adnoc has awarded a contract worth $400 million-plus to Baker Hughes, through its Nuovo Pignone International legal entity, for the supply of two electric liquefaction systems (e-LNG) for the Ruwais LNG project. The LNG trains will be driven by Baker Hughes’ 75 megawatt BRUSH electric motor technology and feature the company’s state-of-the-art compressor technology, making Ruwais LNG one of the first all-electric LNG projects in the Middle East. The overall production capacity of the trains is expected to be 9.6 million tons per annum. (October 2023)
  • The Adnoc Gas Processing (AGP) is set to receive commercial engineering, procurement and construction (EPC) bids by the end of 2023 for the project to develop an additional carbon-efficient LNG plant in Ruwais. (November 2023)

Project Scope

The project scope building a new, carbon-efficient LNG export terminal in Fujairah, located approximately 250 kilometres from Abu Dhabi, UAE.

 

The project comprising two 4.8 million tons per annum (Mtpa) LNG trains is expected to increase Adnoc’s LNG production capacity by 9.6 Mtpa, in order to respond to the growing global demand for natural gas. It will be the first electric LNG plant in the MENA region.

 

Adnoc Gas Processing is developing an additional low-carbon LNG plant, is expected to enable the monetisation of an additional 1.5 million standard cubic feet per day (mmscfd) of sales gas stream, enhance the overall product mix, contribute to UAE's gas export capability and enable Adnoc's downstream industrialisation plans. Once completed, Adnoc Gas Processing may acquire the project from Adnoc. Once completed, Adnoc Gas Processing may acquire the project from Adnoc. 

 

The LNG plant will include process facilities, flare and utilities. LNG storage tanks, an export jetty — with an option for bunkering — and other associated facilities are also likely to be involved.

 

It is also said to include laying a new 52-inch gas pipeline from Habshan to Fujairah, with the capacity to handle up to 2 billion cubic feet per day.

Project Structure:
The project is owned, operated and managed by the Abu Dhabi National Oil Company (Adnoc) LNG, a subsidiary of Adnoc. Adnoc LNG is owned by Adnoc with a 70% stake, with Mitsui holding 15%, BP 10%, and TotalEnergies 5%.
