SPPC has signed a Power Purchase Agreement (PPA) for the 400 MW Tabarjal Solar PV project, as part of Round 4 in the National Renewable Energy Program (NREP). The PPA for the Tabarjal Solar PV project has been signed by SPPC with a consortium led by Jinko Power (HK) Company Limited as Managing Member and Technical Member, Sun Glare Holding and Sunlight Energy Holding as Consortium Members. The project achieved a competitive LCOE (Levelized Cost of Electricity) of $1.71/kWh. The project will be developed on a build, own, and operate (BOO) basis by the winning consortium who will enter into a 25-year power purchase agreement with SPPC.   • The Saudi Power Procurement Company (SPPC) and the Kingdom’s Ministry of Energy (MoE) has invited companies to submit the statements of qualifications by 20 October, 2022 for the fourth round of NREP.   • SPPC has received bids for the contracts to develop Wind IPPs under the fourth round of the kingdom's NREP. The three wind IPP schemes with a total combined capacity of 1,800MW, include: Yanbu, Al-Ghat and Waad al-Shamal wind IPP.   • SPPC has awarded a contract worth $1 billion to the consortium of Abu Dhabi Future Energy Company (Masdar), EDF Renewables of France and Saudi infrastructure specialist Nesma Company to develop a 1,100 MW Al Henakiyah solar power plant for the fourth round of solar projects under NREP. The consortium has won the deal after submitting a bid of $16.84 per megawatt hour. The project will be developed, built, owned and operated by the consortium as part of a 25-year agreement with the off-taker SPPC. The project is expected to reach financial close early next year and connect to the grid in 2025. (November 2023)

Project Scope

The project scope involves the development of five new renewable energy independent power producer (IPP) projects under the fourth round of Saudi Arabia’s National Renewable Energy Programme (NREP).

 

The projects, with a combined capacity of 3,300 MW, are as follows:

1. Yanbu wind IPP – 700 MW 

2. Al-Ghat wind IPP – 600 MW 

3. Waad Al Shamal wind IPP – 500 MW 

4. Al Hanakiyah solar IPP – 1,100 MW 

5. Tubarjal solar IPP – 400 MW 

 

The solar IPPs will attract investments exceeding SAR 4 billion ($1.06 bn). Each project will be developed on a build, own, and operate (BOO) basis by a project company, which will be 100% owned by the successful bidder. Furthermore, each project company will enter into a 25-year power purchase agreement with SPPC.

 

SPPC is responsible for the predevelopment, tendering, and subsequent offtake Energy from the projects under Ministry of Energy Supervision. To date, SPPC has awarded over 11 GW of renewable energy capacity under NREP.

 

The solar projects will supply power to approximately 265,000 residential units annually. 

 

Saudi Arabia aims to install 27.3 GW of renewable energy capacity by 2024 and 58.7 GW by 2030 through NREP. 

 

The launch of these projects within the National Renewable Energy Program comes as part of the Kingdom’s objectives of the “Saudi Vision 2030.

 

The Kingdom’s Ministry of Energy (MOE), through SPPC, is tasked with procuring 30% of this capacity through public tendering, while Saudi sovereign wealth vehicle the Public Investment Fund (PIF) will procure the rest under the kingdom’s Price Discovery Scheme.
