Project History
  • Ewec has invited developers to submit EOI by 4 March for its planned Mirfa 2 (M2) independent water project (IWP). It will be a reverse osmosis (RO) facility that will have the capacity to supply up to 150 million imperial gallons a day (MIGD) of desalinated water. The developer scope of works includes the development, financing, construction, operation, maintenance and ownership of a standalone greenfield RO seawater desalination plant together with associated infrastructure.   • Developers have submitted EOI for the planned Mirfa 2 (M2) IWP. (March 2021)
  • Developers are waiting for the request for qualification (RFQ) for the planned Mirfa 2 IWP. The issuance of the RFQ was put back 2 months after EOIs were received. (May 2021)
  • Developers are waiting to receive the request for proposal (RFP) for the planned Mirfa 2 IWP. Ewec had appointed an advisory team of Alderbook, White & Case and Fichtner as financial, legal and technical advisers respectively. (August 2021)
  • Ewec has issued Request for Proposals (RFP) to qualified companies and consortiums that had expressed interest in developing the new Mirfa 2 (M2) IWP. A total of 41 companies and consortiums submitted Expression of Interest (EoI), while 22 companies and consortiums have pre-qualified for the RFP stage after submitting Statements of Qualification. Responses to the RFP are expected by Q1, 2022. (November 2021)
  • Ewec has invited by 31 March, 2022 for the new Mirfa 2 (M2) Reverse Osmosis (RO) IWP. The pre-qualified developers are split into two groups – managing members and consortium members. The pre-qualified managing members include: Acciona Agua of Spain, Acwa Power of Saudi Arabia, Engie of France, FCC Aqualia of Spain, GS Inima of Spain, IDE Water Assets of Israel, Marubeni Corporation of Japan, Jera of Japan, Cobra Instalaciones y Servicios of Spain, Veolia of France. The pre-qualified consortium members are: Aquatech International of US, China Railway Corporation, China State Construction Engineering Company, Elsewedy Electric of Egypt, CK Hutchison Holdings of Hong Kong, Hyundai Engineering & Construction of South Korea, Metito Utilities of UAE, Orascom Construction of Egypt, Six Construct of UAE, Sojitz Corporation of Japan, Powerchina International Group, Utico of UAE.   • Ewec has extended bids submission deadline to 31 May, 2022 for the contract to develop a new Mirfa 2 (M2) RO IWP. (May 2022)
  • Bids have been submitted for the contract to develop a new Mirfa 2 (M2) RO IWP. The consortiums led by Acciona Agua of Spain, Acwa Power of Saudi Arabia, Engie of France, GS Inima of Spain, have submitted bids. (June 2022)
  • Ewec has opened the bidders’ proposals for both an 80 MIGD and 120 MIGD plants. For 120 MIGD plant, they are - Engie of France, $0.4832/ cubic metre (cm), Acciona of Spain, $0.5228/cm, GS of South Korea, $0.5341/cm, Acwa Power of Saudi Arabia, $0.5359/cm.   • The consortium of SIDEM with Al Nasr Contracting Company has been selected as the main contractor for the contract to develop the 120 MIGD plant. (October 2022)
  • The water purchase agreement has been signed with EWEC and the project's financial closure is expected to occur in Q1, 2023. (February 2023)
  • ENGIE, the project developer of 120 MIGD Mirfa 2 (M2) RO IWP, has awarded the engineering, procurement and construction (EPC) contract to Veolia, via its subsidiary SIDEM. The contract represents revenue of approximately 300 million euros ($337 million) for Veolia. (June 2023)

Project Scope

The project scope involves the development of a major new desalination plant in the Mirfa area of Abu Dhabi.

 

The planned Mirfa 2 (M2) independent water project (IWP) will be a reverse osmosis (RO) facility that will have the capacity to supply up to 120 million imperial gallons a day (MIGD) of desalinated water. 

 

The scope of work involves the construction of storage tanks, seawater intake system, installation of pumping stations, metering stations, laying of pipelines and associated facilities.

 

The IWP will be developed next to the existing Mirfa independent water and power project (IWPP).

 

As per the notification, M2 will play a key role in the ongoing cost reduction initiatives in the sector through the procurement of competitive and efficient RO water desalination technology. This is part of EWEC’s wider strategic initiative of decoupling power and water generation capacity.

Project Structure:
The project is owned, operated and managed by the Emirates Water and Electricity Company (Ewec) of Abu Dhabi. TAQA Group holds a 60% stake in the project alongside ENGIE holding a 40% stake. TAQA and ENGIE to take on the operations and maintenance of the M2 RO plant, with EWEC procuring the water supplied from the plant for 30 years. An advisory team of Alderbook, White & Case and Fichtner is financial, legal and technical advisers respectively.
