Project Current Status

Netherlands-headquartered Mammoet has successfully delivered and installed gas turbines on the foundations of the Fujairah F3 power project. Mammoet was awarded the contract for the receiving, transport, lifting and installation scope of power plant components, including the three largest-capacity and most efficient gas turbines in the UAE, by Samsung C&T Corporation, the EPC contractor for the project. Three gas turbines, each weighing 528 tonnes and measuring 13.6 metre long, 6.1 metre wide and 6 metre high, and three gas turbine generators, each weighing up to 395 tonnes and measuring 11 metres long, 5.8 metres wide and 5.2 metres high, were delivered to the site. Mammoet used its 1,250 tonnes and two 400 tonnes crawler cranes to install other components, including 45 modules for a Heat Recovery Steam Generator (HRSG). (November 2022)

Project History
  • An agreement to transfer the land next to the existing F2 independent water and power project (IWPP) in Fujairah to Abu Dhabi Water & Electricity Authority (Adwea) has been completed. Development for the next utility project at the site is under planning. (April 2016)
  • Proposals have been submitted for technical, legal and financial advisory consultancy roles on the planned F3 IPP to be developed in the northern emirates of Fujairah. The client is planning to issue tender for the plant construction by March next year. (November 2018)
  • EoIs invited by February 10 from leading developers to finance, build and operate the planned F3 IPP in the northern emirates of Fujairah. (January 2019)
  • EWEC has received EoIs to finance, build and operate its planned F3 IPP. (February 2019)
  • Firms have been invited to submit pre-qualification documents by 13 March, 2019 for the contract to finance, build and operate the planned F3 IPP. (February 2019)
  • EWEC has received the pre-qualification documents from developers and is set to issue the RFP for the finance, build and operate contract on 31 April, 2019. The pre-qualification entries have been received from: Acwa Power of Saudi Arabia, China National Chemical Engineering, Cobra of Spain, Dubal Holding of Dubai, EDF of France, Engie of France, GIC of Singapore, Itochu of Japan, Jera of Japan, Kepco of South Korea, Marubeni of Japan, Mitsubishi Corporation of Japan, Mitsui & Co of Japan, Mytilineos Holdings of Greece, Orascom of Egypt, Posco Energy of South Korea, Power China International Siemens of Germany, Sojitz of Japan, Shikoku Electric Power Company of Japan, Sumitomo Corp of Japan. The client has unconditionally pre-qualified 13 firms - Acwa Power of Saudi Arabia, EDF of France, Engie of France, Itochu of Japan, Jera of Japan, Kepco of South Korea, Marubeni of Japan, Mitsubishi Corporation of Japan, Mitsui & Co of Japan, Posco Energy of South Korea, Siemens of Germany, Sojitz of Japan, Sumitomo Corp of Japan. 7 developers have been pre-qualified to participate in partnership with one of the fully qualified firms. They are - China National Chemical Engineering, Cobra of Spain, Dubal Holding of Dubai, Mytilineos Holdings of Greece, Orascom of Egypt, Power China International Siemens of Germany, Shikoku Electric Power Company of Japan.   • Bids have been submitted for the finance, build and operate contract of F3 IPP. The bidders are: Acwa Power of Saudi Arabia / Mitsui of Japan / Yonden of Japan, EDF of France / Jera Harbin Electric of China, Engie of France, Marubeni of Japan, MHPS of Japan / Dongfang of China, and Sumitomo Corp of Japan. France’s Engie has submitted the lowest bid price of AED 16.7901 fils a kilowatt hour (fils/kWh). (October 2019)
  • The two lowest bids for the finance, build and operate contract came from the teams led by Engie of France and Marubeni of Japan for the planned F3 independent power project (IPP) in the northern emirates of Fujairah. (February 2020)
  • Marubeni Corporation of Japan has won the bid to develop the scheme after submitting the second-lowest bid of AED 16.812 fils a kilowatt hour (fils/kWh) for the combined-cycle gas turbine scheme. Abu Dhabi Power Corporation and Marubeni formed a consortium and signed the power-purchase agreement for the IPP project, which includes the development, financing, construction, operation, maintenance and ownership of a combined cycle gas turbine power plant, together with associated infrastructure.   • The engineering, procurement and construction contract worth KW1.15tn ($963 million) for the planned 2.4GW Fujairah F3 independent power producer project in the UAE has been awarded to Samsung C&T of South Korea. (February 2020)
  • TAQA announces the successful financial closing of the AED 4.2 billion ($1.14 billion) Fujairah F3 Independent Power Producer (IPP) project. The financial closing follows the signing of the power purchase agreement and shareholder’s agreement between Abu Dhabi Power Corporation, Emirates Water and Electricity Company, Mubadala Investment Company and Japan-based Marubeni Corporation. The total project will have external funding sourced from a consortium of international multi-lateral and commercial banks, including Japan Bank for International Cooperation, BNP Paribas, Mizuho Bank, Sumitomo Mitsui Banking Corporation, Sumitomo Trust Bank, and Standard Chartered Bank.   • Samsung C&T has awarded a contract worth $58 million to Doosan Heavy Industries & Construction Company of South Korea for supply of power-generating equipment for the planned 2.4GW Fujairah F3 IPP. Under the contract, Doosan will provide a 270-MW steam turbine and a 540-MW generator for a liquefied natural gas (LNG) combined cycle power plant under construction in Fujairah. (July 2020)
  • A contract to supply gas turbine generators for the planned IPP has been awarded to Mitsubishi Hitachi Power Systems (MHPS), a part of Mitsubishi Heavy Industries (MHI) Group. Under the contract, MHPS will supply three M701 JAC gas turbine generators to be installed at the combined-cycle plant. The firm will supply the turbines and other auxiliary equipment through Samsung C&T of South Korea, the project’s lead contractor. (September 2020)
  • Samsung C&T of South Korea has awarded the marine subcontract to Jan De Nul Group for the planned 2.4GW Fujairah F3 IPP. Jan De Nul Group will construct the intake and outfall structures, which are to provide the power plant with the required cooling water. The full scope of works entails trench excavation, GRP pipe installation, backfilling and pipeline protection works, fabrication and installation of the three intake head structures of 800 tonnes each and coastal protection works. Completion of this scope is scheduled for the beginning of 2022. (December 2020)
  • Construction works are ongoing in the project. INCO Group has been appointed as the mechanical contractor for heat recovery steam generator (HRSG) & Diverter Damper assemble and installation works. (March 2021)
  • Mitsubishi Heavy Industries’s (MHI) unit Mitsubishi Power has shipped a total of three M701JAC gas turbines to F3 gas-fired gas turbine combined cycle (GTCC) facility in Fujairah. The three generators would constitute the core facility for the F3 plant. The M701JAC has an efficiency greater than 64 percent, reliability of 99.6 percent, and the lowest carbon emissions per unit of power when used in combined cycle. (December 2021)

Project Scope

The project scope involves the development of F3 independent power project (IPP) in the northern emirates of Fujairah.

 

The combined-cycle gas turbine (CCGT) power plant will have a generation capacity of 2,400 MW and will be located at the Fujairah power and water complex, 302 km north of the UAE capital. The plant will be structured as a stand-alone independent power project.

 

The project developer will own up to 40 percent of the special purpose vehicle (SPV), while the remaining equity will be held directly or indirectly by the EWEC.

 

 

The F2 IWPP, next to F3, has a power generation capacity of 2,000MW and a desalination component of 130 million imperial gallons a day (MIGD). It was commissioned in 2011. 

 

In 2013, the desalination component of the existing 100MIGD Fujairah 1 (F1) IWPP project was expanded by 30 MIGD. 

Project Structure:
The project is owned and operated by Fujairah Power Company F3, a special purpose company jointly owned by Abu Dhabi National Energy Company (TAQA), Mubadala Investment Company, Marubeni Corporation and Hokuriku Electric Power Company.
