Project Current Status

Acciona has achieved a key milestone in the construction of Jubail 3B desalination plant, ramping up production during final testing to full capacity of 575,000 m³ of potable water per day. Jubail 3B desalination plant will supply two million people in the cities of Riyadh and Qassim once commercially operational in 2024. (January 2024)

  • SWCC will tender the largest planned project - Jubail 3 desalination plant - in early 2016. (February 2015)
  • Tenders have been issued for financial advisory contracts for Jubail IWPP. Consultants have time until November to submit bids. (November 2016)
  • WEC is being advised by: Banque Saudi Fransi as Lead and Financial Adviser; Alderbrook Finance as Co-Financial Adviser; DLA Piper Middle East LLP as Legal Adviser; and Fichtner GmbH & Co. KG as Technical Adviser. (2017)
  • Bids have been invited for the development of Jubail Phase 3, an integrated water desalination and power plant in the country's Eastern Province. The deadline for submission of bids is 1 May, 2018. (March 2018)
  • SWPC, formerly called Water & Electricity Company (WEC), has invited developers to submit EOI by 9 June, 2019 for two major IWPs with a combined capacity of 1,170,000 m3/day to be located 18 km south of Jubail Industrial City at the Arabian Gulf Coast. SWPC has decided to split Jubail 3 project into two desalination projects and drop power element. The two IWPs are – Jubail-3 (A) with potable water capacity of 600,000 m3/day and Jubail-3 (B) with 570,000 m3/day capacity. The contract scope will cover development, financing, procurement, implementation, operation and maintenance of the two desalination plants together with associated infrastructure and facilities, in a potential separate tendering process.   • SWPC has appointed advisors for Jubail 3A and Jubail 3B IWPs. Synergy Consulting of India has been appointed as lead and financial adviser for the projects, with DLA Piper of UK selected as legal adviser and Atkins of UK as technical adviser. (June 2019)
  • The pre-qualification entries have been invited by 10 July, 2019 for Jubail 3A and Jubail 3B IWPs.   • The Acwa Power consortium has been named as the preferred bidder for the planned 600,000 cubic metres a day (cm/d) Jubail 3A independent water project (IWP); it submitted the lowest Levelized Water Cost (LWC) of SAR 1.54861 per cubic metre. (April 2020)
  • A consortium of Abengoa of Spain and Sepco3 of China has won a contract to construct the Jubail 3A RO desalination plant for Saudi Arabia’s ACWA Power. Abengoa’s scope of work for the plant is worth more than $200mn (SAR752.6mn). The company will be responsible for the engineering, supply, and construction of the desalination plant. (April 2020)
  • The bids submission deadline has been extended to 12 July, 2020 for the development contract of Jubail 3B independent water project (IWP). (April 2020)
  • Development contract for the planned 600,000 cubic metres a day (cm/d) Jubail 3A independent water project (IWP) has been awarded to a consortium of Acwa Power of Saudi Arabia, Gulf Investment, and Al-Bawani of Saudi Arabia. (May 2020)
  • Tender has been issued for 380kV Substation and 380kV Transmission line package for Jubail 3B IWP. The new substation will feed the power supply to the IWP project. The contractor shall perform on Lump Sum turnkey basis, the design, engineering, materials procurement, quality management, factory inspection/testing, transport and delivery to site, installation, construction, site inspection, testing and commissioning, all associated work and services until final handing over of new substation work in a satisfactorily working and operating condition.   • The bids submission deadline has been extended to 1 October, 2020 for the development contract of Jubail 3B independent water project (IWP). (July 2020)
  • ACWA Power has achieved financial close on the $650mn Jubail 3A IWP project. Debt financing was provided by a trio of banks: Abu Dhabi Islamic Bank, Al Rajhi Bank, and Mizuho Bank. Riyad Bank and Bank AlJazira offered equity bridge loans for the transaction. (September 2020)
  • SWPC has once again extended the bids submission deadline for a contract on Jubail 3B IWP. Bids are now due to be submitted by 1 November, 2020, extended from the previous deadline of 1 October, 2020. (September 2020)
  • SWPC has received bids for the development contract of Jubail 3B IWP. The bidders are: Aqualia / Haaco / Alfanar, Engie / NESMA / Al-Ajlan Global, Utico, and Veolia / Aljomaih Holding / Al kifah Holding. (November 2020)
  • Sepco3 of China, the EPC contractor of the project, has awarded a subcontract worth SAR 145 million ($ 38.7 million) to Target Engineering Construction Company of UAE, a subsidiary of Arabtec Holding for Jubail 3A IWP. Under the contract, Target Engineering will execute the construction of offshore marine works for the IWP. The duration of the works is 14 months. (November 2020)
  • SWPC has selected the preferred bidder for the development of Jubail 3B IWP. A consortium of Engie of France and Nesma and Alajlan, both of Saudi Arabia has been selected as the preferred bidder with a levelised water cost of SR1.59/cubic metre (cm) for the 570,000 cubic metres a day (cm/d) Jubail 3B IWP. A consortium of Aqualia of Spain, and HAACO and Alfanar, both of Saudi Arabia has been selected as reserve bidder with a levelised cost water tariff of SR1.605/cm. (May 2021)
  • The preferred developer bidder – a consortium of Engie of France and Nesma and Alajlan, both of Saudi Arabia - has appointed a consortium comprising Acciona and Sepco 3 as the engineering, procurement and construction (EPC) contractor for the 570,000 cubic metres a day (cm/d) Jubail 3B IWP.   • The project agreements for the 570,000 cubic metre a day (cm/d) Jubail 3B IWP have been signed with the appointed consortium of France’s Engie and local firms Nesma and Alajlan. (June 2021)
  • Engie / Nesma / Alajlan consortium is expected to reach commercial close for the Jubail 3B IWP in September 2021. Six banks have agreed to provide finance for the project. They are: National Commercial Bank, Riyad Bank, Mitsubishi UFJ Financial Group, Sumitomo Mitsui Banking Corporation, Nochu Bank, and Standard Chartered Bank. (July 2021)
  • The EPC contract for the 570,000 cubic metres a day (cm/d) Jubail 3B IWP, has been awarded to a consortium comprising Acciona and Sepco 3. (August 2021)
  • Acciona, with its partner SepcoIII, has signed the EPC contract for the $692 million Jubail 3B desalination project. Acciona will undertake the construction of the entire reverse osmosis system, including the civil works and the pumping of raw water. The project will include storage tanks for daily production, as well as a solar energy plant to reduce the consumption of power from the grid. To do this, Acciona will also build a photovoltaic solar plant. The EPC contract will also include the construction of 58 km of power lines, an electricity substation and the associated marine works, said the statement from Acciona. (November 2021)
  • The construction works have been started on Jubail 3B IWP. It is expected to be completed by 2024. (January 2022)
  • The owner, ACWA Power, and the EPC, SEPCO III, has selected Clenergy to provide a 44 MW PV-ezRack solar installation solution for the 3A Independent Seawater Desalination Project. (September 2022)
  • Abengoa, announced that it has started exporting drinking water from the Jubail 3A desalination plant, reaching 25 % of its total capacity (600,000 m3/day) to the SWPC. This milestone achieved by Abengoa and their EPC consortium partners is a key milestone in the plant’s operational tests, which are part of the plant’s commissioning phase. (December 2022)
  • Voltas’ fully-owned subsidiary Saudi Ensas Engineering Services Company has won a contract to provide heating, ventilation, air conditioning (HVAC) services for the buildings connected to the Jubail 3B Independent Water project. Voltas will be in charge of carrying out the electrical and control works for the building along with providing their energy-efficient HVAC systems. (December 2022)
  • Abengoa has reached the commercial operation phase at the Jubail 3A desalination plant. The group has now transferred the facility to Nomac, the operation and maintenance unit of Acwa Power. This comes after the plant successfully passed all the necessary contractual tests led by Abengoa and Acwa Power's Jazlah Water Desalination Company obtained the commercial operation certificate. Project Scope

The project scope involves the construction of two major independent water projects (IWPs) with a combined capacity of 1,170,000 m3/day to be located 18 km south of Jubail Industrial City at the Arabian Gulf Coast.

 

SWPC has decided to split Jubail 3 IWPP into two desalination projects and drop power element. The two IWPs are – Jubail-3 (A) with potable water capacity of 600,000 m3/day and Jubail-3 (B) with 570,000 m3/day capacity.

 

Under a concession of 25 years, the project company to be incorporated to develop the project will sell the entire capacity and output to SWPC under a Water Purchase Agreement. 

 

The project is a part of SWCC's efforts to increase desalinated water production in the Kingdom to meet rising demand of potable water in the country.
