Project History
  • The pre-qualified engineering companies – Amec Foster Wheeler of UK, Fluor of US, KBR of US, Technip-Genesis of France, and WorleyParsons of Australia – are preparing to submit bids for a Front-End Engineering & Design (FEED) study on the development of Abu Dhabi’s Dalma offshore oil and gas field. Bids are due to be submitted by 22 August. (August 2016)
  • FEED tender on the project to develop the Dalma oil and gas field has been suspended as further studies are needed to be carried out, leading to delays in the scheme. Technip, which carried out the feasibility study, has been called to carry out additional conceptual design work before a new deadline is set for FEED bids. (December 2016)
  • The FEED tender process for Dalma has being revived and will be carried out by Oxy. Bids for the PMC services for the FEED contract related to the Dalma field have been submitted. The bidders are - Australia’s WorleyParsons, France’s TechnipFMC, the UK’s Amec Foster Wheeler and Penspen and US giant KBR. The PMC contractor will be responsible for consultancy services related to the pre-award stage and execution of the Dalma FEED contract. In addition, they will also assist the operator in carrying out the tendering for the EPC stage of the Dalma project. (March 2017)
  • Oxy has awarded the project management contract (PMC) to KBR of US for Dalma and Hail & Ghasha fields. (August 2017)
  • FEED contract for Dalma offshore oil and gas field project has been awarded to TechnipFMC. ADNOC is also evaluating five technology licensors contracts, critical to the successful execution of the FEED phase. (January 2018)
  • EPC commerical bids have been received for the installation of 3 offshore jackets at the Dalma offshore oil and gas field. The bidders are: Larsen & Toubro of India, McDermott of US, National Petroleum Construction Company of UAE, Petrofac of UK, Technip of France, and Valentine Maritime of UAE. (February 2018)
  • Adnoc is expected to issue Solicitation of Interest (SOI) in Q3, 2018 for the main contract for a key package – building platforms and pipelines – at offshore Dalma Sour Gas Field. (June 2018)
  • Wintershall Holding will contribute 10 percent of the project capital and operational development expenses of the Ghasha ultra-sour gas mega-project which consists of the Hail, Ghasha, Dalma and other offshore sour gas fields, including Nasr, SARB and Mubarraz. Italy’s Eni has also joined as partners with Adnoc in the project. Eni was awarded a 25 percent stake in the Ghasha concession earlier this month. (November 2018)

  • Adnoc has invited firms to submit technical bids by 30 April, 2019 for its planned Dalma Gas Processing Plant, which will process gas produced in the Dalma field. The contract scope will include the construction of – Gas handling facility, Gas sweetening facility, Gas storage tanks, Acid gas enrichment facility, Gas dehydration unit, and Supplementary propane refrigeration unit and associated works.   • Adnoc has received technical bids for the EPC contract on Dalma offshore O&G field development project.   • Contract worth NOK 700 million ($77.5 million) has been awarded to deliver subsea umbilicals for its estimated $1.5 billion Dalma offshore oil and gas field development project located offshore UAE in the shallow waters of the Persian Gulf, to Aker Solutions. The contract scope includes four steel tube umbilicals totaling more than 100 kilometers. The umbilical system will provide power supply, communication services and chemical injection fluids. It will connect the subsea equipment to three new wellhead platforms and link the topside equipment located on the offshore control platform to equipment located onshore. Aker Solutions' facility in Mobile, Alabama in the United States will support by performing the design, engineering and manufacturing of the umbilical system. The work is expected to complete in Q1, 2021. (September 2019)
  • The frontrunner for EPC contract on the offshore package A is National Petroleum Construction Company (NPCC) of Abu Dhabi. The Package A covers EPC works for the Installation of offshore Platforms, Subsea Pipelines and wellheads. Other than NPCC, firms that had submitted bids for the offshore package include: China Petroleum Engineering & Construction Corporation, McDermott of US, Petrofac of UK, Saipem of Italy, TechnipFMC of France, and Tecnicas Reunidas of Spain.   • 3 PMC firms have been selected for the Hail, Ghasha and Dalma sour gas field development projects. They are - KBR of US, SNC-Lavalin of Canada, Technip of France. The three PMC firms selected will manage a total of nine packages – 2 packages for $2bn Dalma sour gas project, 5 packages for $10bn Hail and Ghasha sour gas project, and 2 packages for a deep gas extraction project, which will be tendered soon. The Hail, Ghasha and Dalma sour gas fields together comprises the Ghasha offshore concession. (September 2019)
  • Adnoc has awarded the PMC contracts worth $350 million for its Ghasha sour gas field development projects. The PMC firms appointed are: KBR of US, SNC-Lavalin of Canada, Technip of France. KBR has been appointed as the lead project management firm for the ghasha offshore concession, which comprises the Hail, Ghasha and Dalma sour gas fields together. (January 2020)
  • The EPC contracts on two main packages for the $1.65bn Dalma offshore sour gas field development project have been awarded. The offshore Package A contract worth $591mn has been awarded to a consortium of Petrofac and Sapura of Malaysia. The onshore Package B contract worth $1.065bn has been awarded solely to Petrofac.   • Adnoc has cancelled two large contracts worth $1.65 billion previously awarded to a grouping of Petrofac and Malaysia’s Sapura Energy for its Dalma sour gas development. Petrofac had won the onshore EPC package involving the surface facilities required for Dalma, while a second package comprising the offshore facilities had been to the pairing of Petrofac and Sapura.   • Adnoc set to retender two key contracts it terminated in April for the Dalma gas project. The client plans to reduce the project’s scope and further optimise costs during the novel tender process. Those expected to be invited for Dalma’s onshore work include UK’s Petrofac, China Petroleum Engineering & Construction Corporation (CPECC), Italy’s Saipem, Canada’s SNC-Lavalin, South Korea’s Hyundai E&C, Abu Dhabi-based Target Engineering and Consolidated Contractors Company. For the offshore part Abu Dhabi’s National Petroleum Construction Company (NPCC), McDermott International of the US and Saipem are expected to queue up. (June 2020)
  • Technical proposals for the estimated $1.65bn Dalma gas project have been submitted. The contract was retendered in June, 2020. The bidders of the revised EPC tender include: CPECC, Hyundai E&C, Petrofac / NPCC, Saipem, Tecnicas Reunidas / Target Engineering. (August 2020)
  • Adnoc extends commercial bids submission date. It sought fresh commercial proposals after meeting with bidders in late 2020. (January 2021)
  • Adnoc is in negotiation with the preferred contractors to execute the EPC works on the offshore and onshore packages of the Dalma offshore sour gas field development project. Tecnicas Reunidas emerged as the frontrunner for the EPC contract with a bid price of $900mn. (November 2021)
  • Adnoc and its partners have awarded a contract to Technip Energies to update the FEED for the Ghasha concession, which consists of the Hail, Ghasha, Dalma and other offshore fields. It is aiming to further optimize costs and timing, as well as accelerate the integration of carbon capture, while remaining focused on production objectives and requirements. Production from the concession is expected to start around 2025, ramping up to produce more than 1.5 billion scfd before the end of the decade. (November 2021)
  • Adnoc has awarded the EPC contracts worth $1.46 billion (AED5.36 billion) to National Petroleum Construction Company (NPCC) and a JV between Técnicas Reunidas and Target Engineering for the offshore and onshore packages of the Dalma offshore sour gas field development project. The two EPC contracts awarded are as follows: Package A: It has been awarded to NPCC and is valued at $514 million (AED1.89 billion). It covers the EPC of four offshore wellhead towers, pipelines and umbilicals in Hair Dalma, Satah, and Bu Haseer fields. Package B: It has been awarded to Técnicas Reunidas and Target Engineering JV and is valued at $950 million (AED3.49 billion). Of this amount, $510 million corresponds to Técnicas Reunidas. It covers the EPC of gas conditioning facilities for gas dehydration, compression and associated utilities on Arzanah Island located 80 kilometers from Abu Dhabi. (November 2021)

Project Scope

The project scope involves the development of Abu Dhabi’s Dalma offshore ultra sour gas field.

 

Genesis Oil & Gas carried out the concept study for the project.

 

The key package involves building the platforms and pipelines at the Dalma field. The planned capacity for the project is 350 million cf/d.

 

The EPC works on the project is divided into 2 main packages – onshore & offshore package.

 

The scope of work on offshore package (Package A) relates to EPC works on four offshore wellhead towers, pipelines and umbilicals in the Hair Dalma, Satah, and Bu Haseer fields.

 

The offshore package also comprised the installation of several segments of 14-inch-diameter pipeline between the shallow-water platforms and Arzanah Island.

 

Five new subsea umbilicals, composite cables and a gas export pipeline from Arzanah to Zirku Island were another part of the marine workscope.

 

At Arzanah, Adnoc plans to set up inlet facilities, gas dehydration units, a gas booster, condensate treatment unit, fuel gas systems and other facilities.

 

The main works on onshore package (Package B), the bigger of the two Dalma packages, involves the building of gas conditioning facilities for gas dehydration, compression and associated utilities on Arzanah Island located 80 kilometres from Abu Dhabi city. The gas will then be sent to Habshan gas processing plant for further processing that is required to produce sales gas, condensate, and sulphur.

Project Structure:
The project is owned, operated and managed by Abu Dhabi National Oil Company (Adnoc). Al Hosn Gas is project operator. It is an Adnoc subsidiary in which the state-owned giant has a 60% stake and is partnered by Oxy.
