India: Work to Replace 36,000 Agra Street Lights to LEDs Yet to Begin

Work on installing light emitting diode (LED) street lamps here is yet to begin despite five formal requests by Agra Municipal Corporation (AMC) officials to the company concerned.


The contract to replace old streetlights with energy-efficient LED lamps by December 19 was given to Energy Efficient Service Limited (EESL), a joint venture company of PSUs of the union ministry of power, the officials said. Additional municipal commissioner Vijay Kumar said, “ESSL was tasked to install LED streetlights in city areas within three months. We are trying to ensure work is completed by December 19 deadline.”


According to civic body officials, as per the contact, 36,000 street lights are to be replaced with LED bulbs by December 19. They said, now EESL officials want to hold a meeting on November 25 and after this replacement work will start. “In no way it is possible to replace 36,000 streetlights in one month,” said a senior official. At present, AMC is responsible for maintaining street lighting at 38,567 lights in the city. Round 2,500 streetlights were replaced by LEDs by AMC earlier this year.


Now, EESL has to replace all the old streetlights with LEDs and maintain them for seven years. For this, AMC will have to pay Rs 118 crore to EESL over a seven-year period. Since signing of the contract with EESL, the company has spent last two months in paper work. With winter setting in, city has started witnessing fog in the night but more than 25,000 city streetlights are not functioning.


According to sources, state government in September directed AMC to sign a contract with EESL to replace all non-functional high-pressured sodium (HPS) or Halogen streetlights with LEDs. The move was aimed at ensuring better illumination and saving of energy. The company has to complete the streetlight replacement work in three months by December 19. But so far, EESL has not started work. The civic body has so far formally requested EESL five times to begin installation of LED lights.
