Project Current Status

The foundation stone laid for the Ras Laffan Petrochemical Complex, which will raise Qatar’s overall petrochemical production capacity to about 14 million tons per annum by the end of 2026. The complex will house an ethane cracker with a capacity of 2.1 million tons per annum of ethylene, making it the largest in the Middle East and one of the largest in the world, and raising Qatar’s ethylene production capacity by more than 40%. It also includes two polyethylene trains with a combined annual output of 1.7 million tons of High-Density Polyethylene (HDPE) polymer products, raising Qatar’s overall production by about 50%. QatarEnergy holds an equity share of 70% in the Ras Laffan Petrochemical Complex, with Chevron Phillips Chemical owning the remaining 30%. (February 2024)

Project History
  • Qatar Petroleum has selected US-based Chevron Phillips Chemical Company as its partner for the Middle East’s largest ethane cracker, which will be set up at the Ras Laffan Industrial City. Chevron Phillips will provide project management, engineering and construction services. The new petrochemical complex will have an ethane cracker with a nameplate capacity of 1.9mn tonnes of ethylene per year, making it one of the largest in the world. The engineering design of the project is scheduled to commence shortly. (June 2019)
  • The process design package (PDP) is underway. (May 2020)
  • JGC Corporation and Daewoo Engineering & Construction have been appointed to perform feed works on the project. The feed works are expected to be completed in Q1, 2022. (September 2021)
  • QatarEnergy has invited bids for the EPC contract for a new petrochemicals project in the north of Doha in Ras Laffan Industrial City. Last date for submission of the technical bids is in February, 2022, while the commercial bids submission deadline is in May, 2022. (December 2021)
  • The pre-qualified companies for the EPC contract for a new petrochemicals project, include Daelim Corporation, Hyundai Engineering & Construction, JGC, Saipem, Samsung Engineering, and others. (January 2022)

  • QatarEnergy and Chevron Phillips Chemical Company (CPChem) have awarded the early site works contract to Consolidated Contractors Company (CCC) for the Ras Laffan Petrochemical Project (RLPP). The project has completed Front End Engineering and Design (FEED) in 2021, and is currently in the EPC tendering phase. When tendering is complete and a final investment decision has been made, the project will advance to the EPC phase. (June 2022)
  • QatarEnergy and CPChem have signed the $1.3 billion EPC contract with with Maire Tecnimont S.p.A for the RLPP. The contract scope involves the implementation of a polyethylene plant which includes two polyethylene units, with a capacity of 1,000,000 and 680,000 tons per year respectively, together with the associated utilities and offsites facilities. The scope of work entails complete engineering services, equipment and material supply, erection, and construction activities up to mechanical completion which is expected by 2026. (January 2023)
  • QatarEnergy has awarded the EPC contract to SCJV, a joint venture company between Samsung Engineering Company Ltd. of South Korea and CTCI of Taiwan for the ethylene plant at the Ras Laffan Petrochemical Project (RLPP). Samsung Engineering will be in charge of the major ethylene production facilities with its scope of work including furnaces, C2 hydrogenation, hydrogen purification unit and three main compressors. CTCI will be in charge of the utility infrastructure, including steam/condensate collecting and boiler feed water, among others. The project comprises two packages and SCJV is responsible to deliver Package 1, which includes the production facilities for 2.08 million tons of ethylene, as well as its utilities and offsite facilities. Ethylene produced by the unit will be delivered as feedstock for Package 2, which encompasses the project’s two high-density polyethylene units. The project is expected to be completed in late 2026.   • QatarEnergy has awarded a contract to the consortium of Emerson and ViaSat Energy Services to provide automation technologies, software and analytics for the Ras Laffan Petrochemical Project (RLPP). Emerson will deliver integrated process control and safety systems that leverage advanced predictive technologies to reduce operational complexity and minimize project risk through its DeltaV™ distributed control system and Rosemount™ gas analyzer solutions. Viasat will design and provide an integrated telecommunications infrastructure for the entire Ras Laffan facility. (February 2023)

Project Scope

The project scope involves setting up of a new petrochemicals project in the north of Doha in Ras Laffan Industrial City.

 

The project consists of two major packages:

Package 1 - The ethane cracker

Package 2 - The polyethylene derivative units.

 

The complex will have an ethane cracker with a nameplate capacity of 1.9mn tonnes of ethylene per year, making it the Middle East’s largest ethane cracker and one of the largest in the world. 

 

The complex will also include two high-density polyethylene derivative units, which will raise Qatar’s current polyethylene production capacity by 82% by the fourth quarter of 2025. 

 

The project will optimize the utilization of ethane produced from the North Field LNG expansion project as well as from existing ethane producing projects. It will also consolidate Qatar’s position among the world’s leading petrochemicals producers.

Project Structure:
The project is owned, operated and managed by QatarEnergy and Chevron Phillips Chemical Company. QatarEnergy holds the majority 70% stake in the project. The Woodlands, Texas-based Chevron Phillips Chemical Company, equally owned indirectly by Chevron Corporation and Phillips 66, is one of the world’s top producers of olefins and polyolefins and a leading supplier of aromatics, alpha olefins, styrenics, specialty chemicals, plastic piping and polymer resins.
