Project Current Status

The lowest bidders have emerged for KJO’s EPC packages of the Dorra Gas Field Development project. For the offshore packages 2A and 2B, a consortium of Saipem of Italy and Larsen & Toubro Energy Hydrocarbon (L&TEH) of India have submitted the lowest bid. For the onshore package 3, Tecnicas Reunidas has submitted the lowest bid. (April 2026)

Project History
  • The Dorra Gas Field Development project has been revived by Saudi and Kuwaiti energy ministries. The project was cancelled in 2015 due to disagreements between the governments of Saudi Arabia & Kuwait over how to share the gas and international conditions. (March 2022)
  • The feasibility studies are ongoing on the Dorra Gas Field Development. (June 2023)
  • Aramco and KPC has appointed Technip Energies of France to carry out pre-front-end engineering and design (pre-feed) and feed work on the Dorra offshore field development project. The original feed for the project to develop the field was carried out a decade ago and needs to be updated due to changes in technology before the project can reach a final investment decision.   • The initial feasibility studies are completed, FEED works are ongoing and is expected to be completed by end of 2024. (July 2024)
  • KJO has issued the main EPC tenders for the project. (August 2024)
  • Technip Energies Company is working as the FEED contractor on the Dorra Field Development Program and is expected to complete the work by the end of the year. (January 2025)
  • KJO has invited bids by 24 March, 2025 for the EPC Package 1 of the Dorra Gas Field Development Offshore project. The companies pre-qualified to bid are: Lamprell, Larsen and Toubro Energy Hydrocarbon, McDermott, NMDC Energy, Saipem. (March 2025)
  • Bids for the offshore package 1 are due to be submitted by 6 May extended from the previous deadline of 22 April. (April 2025)
  • KJO has invited bids by 30 June, 2025 for the EPC Packages 2A, 2B and $2bn Onshore Package 3 of the Dorra Gas Field Development Offshore project. The companies pre-qualified to bid are: Lamprell, Larsen and Toubro Energy Hydrocarbon, McDermott, NMDC Energy, Saipem. The Package 2 scope involves the installation of seven production deck modules, gas compression unit, auxiliary platforms, associated trunklines, infrastructure and associated facilities, while Package 3 scope involves the construction of gas processing plant, gas distribution stations, gas gathering pipeline network, and associated facilities.   • KJO has named a frontrunner for the main engineering, procurement, and construction (EPC) contract for the first phase of development of the Dorra offshore gas field project. Larsen and Toubro Energy Hydrocarbon of India has emerged as the frontrunner to win the first offshore EPC package for the project. (September 2025)
  • KJO has issued a tender for the EPC of the Onshore Processing Facilities of the Dorra Gas Field Development project. The technical and commercial bids for the contract are due to be submitted by 24 October and 9 November, respectively. The tender scope involves the construction of Khafji Gas Plant in Saudi Arabia. The scope of work for $1bn contract includes the construction of onshore gas processing plant, gas distribution stations, gas compression facility, gas gathering pipeline network, safety and security and associated facilities.   • KGOC is set to tender a contract to develop an onshore gas plant next to the Al-Zour refinery before the end of the year. The planned onshore gas processing facility will have the capacity to process up to 632 million cubic feet a day (cf/d) of gas and 88.9 million barrels a day of condensates from the Dorra offshore field. The facility will be located near the Al-Zour refinery, which is owned by another KPC subsidiary, Kuwait Integrated Petroleum Industries Company (Kipic). The front-end engineering and design (FEED) work for the facility was completed by Technip Energies. (October 2025)
  • The FEED contract has been awarded by KJO to Kent to upgrade services for the Khafji Desalter and Water Treatment Plant & Related Facilities (UDWT) Project at Al Khafji. The FEED scope covers the design of new desalter facilities alongside the upgrade and expansion of existing water treatment plants at Al-Khafji. The desalter design will sustain production of 300,000 barrels per day of sweet crude for the next 20 years, while managing an expected water cut of up to 60 per cent. The facility will incorporate advanced separation and desalting technologies, designed to process up to 315,000 barrels per day and reduce flaring to minimize environmental impact. In parallel, the water treatment scope addresses the upgrade of WTF-2 and the expansion of WTF-3, increasing combined treatment capacity to more than 500,000 barrels per day. This includes modernizing equipment, improving reliability, and enhancing injection and receiving systems to handle greater volumes and varied conditions while ensuring compliance with environmental regulations. The project, scheduled to begin in Q4 2025 with a duration of 15 months, will be delivered primarily from Kent’s UK Woking offices. (November 2025)

Firms looking to submit bids, include: Fluor of US, KBR of US, Kent of Saudi Arabia, Tecnicas Reunidas of Spain, Wood of UK, Worley of Australia. The broad scope of services under the tender involves providing PMC for four EPC packages of the Dorra gas facilities development. (November 2025)
  • Al Khafji Joint Operations (KJO) has awarded the main EPC contract to Larsen and Toubro Energy Hydrocarbon of India for offshore package 1 of the Dorra offshore gas field project. It comprises Seven offshore jackets and laying of intra-field lines. The contract value is estimated at $140-150 million. (November 2025)

  • The Kuwait Gulf Oil Company (KGOC) has named companies who have expressed interest in the project to develop an onshore gas plant next to the Al-Zour refinery. They are - Hyundai Engineering & Construction of South Korea, Hyundai Engineering Company of South Korea, JGC of Japan, Larsen & Toubro of India, Saipem of Italy, Samsung E&A of South Korea, Tecnicas Reunidas of Spain. The $3.3 billion planned onshore gas processing facility will have the capacity to process up to 632 million cubic feet a day (cf/d) of gas and 88.9 million barrels a day of condensates from the Dorra offshore field. The facility will be located near the Al-Zour refinery, which is owned by another KPC subsidiary, Kuwait Integrated Petroleum Industries Company (Kipic). Project Scope

The project scope involves developing the Dorra offshore field in the Neutral Zone shared between Saudi Arabia and Kuwait.

 

The project is divided into four EPC packages – three offshore and one onshore, as follows:
Package 1: Seven offshore jackets and laying of intra-field lines, construction of a central processing facility, installation of a pipeline network, gas compression facility
and gas gathering pipeline network.
Package 2A: Seven production deck modules and associated corrosion-resistant, alloy-lined pipes connecting to the gas compression plant 
Package 2B: Compression and auxiliary platforms, an accommodation platform, associated trunklines and cables connecting to the shoreline

Package 3: Onshore gas processing plant, gas distribution stations, gas compression facility, and gas gathering pipeline network and associated facilities. The plant, estimated at approximately $1 billion, will be able to process up to 632 million cubic feet per day of gas and 88.9 million barrels per day of condensate.

 

The scope also includes Onshore Processing Facilities in Kuwait:
Package 1: Site Preparation - Site preparation works, Civil works, Water connection, Electrical works, Building fences and light fixtures, Installation of security cameras and a monitoring system

Package 2: Onshore Gas Processing Plant - Construction of gas processing plant, acid gas removal unit, sulphur recovery unit, installation of pipeline network, rigid jumpers and valves, safety and security facilities.

 

The Dorra field is estimated to hold 20 trillion cubic metres of gas and 310 million barrels of oil. Kuwait and Saudi Arabia have been working together to develop the offshore field since it was discovered in 1965. The two sides expect to produce about 1 billion cubic feet a day of gas from the asset and have agreed to split the gas output equally.

Project Structure:
The project is owned, operated and managed by the Khafji Joint Operations (KJO) Company. KJO is jointly owned by Saudi Aramco subsidiary Aramco Gulf Operations Company (AGOC) and Kuwait Gulf Oil Company (KGOC) – a subsidiary of state-owned Kuwait Petroleum Corporation (KPC).
