Project Current Status

Saudi Aramco has received bids for the PMC contract for its Carbon Capture & Storage (CCS) project in Jubail Industrial City in the Eastern Province of Saudi Arabia. The bidders are: Berkeley, Engineers India, KBR, Tecnicas Reunidas, Wood, Worley. (September 2025)

Project History
  • Minister of Energy has signed a Joint Development Agreement with Saudi Aramco, Schlumberger and Linde to construct the plant. (November 2022)
  • The solicitation of interest (SoI) document has been issued. The main contract tender is expected to be issued in April 2023. The companies, amongst others, who attended meeting include: GS Engineering and Construction, Hyundai Engineering and Construction, JGC Corporation, Larsen and Toubro Energy Hydrocarbon, Saipem, Tecnicas Reunidas and Tecnimont. Wood Group is the FEED consultant on the project. (January 2023)
  • The project is expected to attain financial investment decision (FID) by the end of 2023. Mizuho is appointed as client’s financial adviser on the project. (March 2023)
  • Bids have been invited for the EPC contract of Phase I of Aramco's ambitious Carbon Capture & Storage (CCS) project. The companies pre-qualified to bid include: GS Engineering & Construction, Saipem, JGC Corporation, Tecnicas Reunidas, Maire Tecnimont and Hyundai E&C. (October 2023)
  • The front-end engineering and design works have been completed on the project. (June 2024)
  • EPC bids have been submitted for the project. The bidders are: Larsen & Toubro, Tecnimont and Saipem. (July 2024)
  • A consortium of Saipem and Tecnimont has emerged as the frontrunner for the EPC contract of the project. (October 2024)
  • Saudi Aramco has awarded a mega contract worth $1.5 billion to Larsen & Toubro Energy Hydrocarbon (LTEH), a subsidiary of Larsen & Toubro Group for its Carbon Capture & Storage (CCS) project in Jubail. Under the contract, LTEH will be providing the main engineering, procurement, and construction services for the Phase I of Aramco's ambitious Carbon Capture & Storage (CCS) hub with a capacity of 9 million tons per year of carbon storage. (April 2025)  
  • The engineering works are ongoing and the construction works are yet to commence on the project. (May 2025)
  • Global Pipe Company has won an order valued at $243 million for the supply of longitudinal submerged arc welding pipes for the project. (June 2025)
  • The tender has been issued for project management consultancy (PMC) services, with bids due to be submitted by 6 July, 2025. (July 2025)
  • The bids submission deadline for contract to provide project management consultancy (PMC) services, has been extended to 29 July, 2025. The companies looking to bid, include: Berkeley, Engineers India, KBR, Tecnicas Reunidas, Wood and Worley. (July 2025)

Project Scope

The project scope involves the Accelerated Carbon Capture & Sequestration (ACCS) initiative aimed at reducing carbon emissions and enhancing the Aramco’s CCS capacity.

 

It aims to extract, use, and store 44 million tons of CO2 by 2035 in nine phases. It plans to capture CO2 from Aramco’s northern gas plants of Wasit, Fadhili, and Khursaniyah, also from the operations of its subsidiary Saudi Basic Industries Corporation (Sabic) and Saudi industrial gases provider Air Products Qudra.

 

Phase I is a crucial component of Aramco's long-term environmental strategy, as the company pushes to mitigate its carbon footprint and strengthen its position in the global energy transition.

 

Phase 1 of the project includes the construction of carbon capture and storage hub (9 million tons per year of carbon storage), installation of CO2 primary compression facility, installation of a steam & condensate system, laying of pipeline to transfer CO2 into the Jaham-Duhul-Maqlah saline aquifer (approx. 240km).
