Project Current Status

EWA has opened financial bids for a contract to develop the state’s first IWP in Al-Hidd. Acwa has emerged as the lowest bidder for the main contract after submitting a proposal with a Levelized Cost of Water (LCOW) of BHD 0.276 per cubic meter. (July 2026)

Project History
  • EWA has invited firms to pre-qualify for a tender to develop the state’s first independent water project (IWP) in Al-Hidd. Last date to submit the statements of qualifications (SOQs) is 18 December, 2024. The facility will be developed on a brownfield site and is expected to be fully operational by Q2, 2028.  (December 2024)

  • EWA has announced firms who have submitted their bids in the pre-qualification process to develop the IWP. The companies who have applied for the pre-qualification process, include: Alghanim International, Abu Dhabi National Energy Company, GS Inima of Spain, Gulf Investment Corporation, Lamar Holding of Bahrain, ACWA POWER Company, Al Jomaih Energy and Water Company.   • EWA has launched a tender to develop the state’s first independent water project (IWP) in Al-Hidd. (September 2025)
  • EWA has received bids for the consultancy services for the implementation of the Water Transmission Projects associated with New Sitra IWPP and Hidd IWP. The bidders are: AECOM Middle East Limited Foreign Branches Company, AYESA BL Ireland International Limited – Bahrain, Consolidated Engineering Company Khatib & Alami Foreign Branch Company, Energoprojekt Entel A.D. Beograd, Tebodin Middle East Ltd. AYESA has submitted the lowest bid price of BHD 476,293.774 ($1.26 million). (November 2025)
  • EWA has received bids for a contract to develop the state’s first IWP in Al-Hidd. The bidders are: 1. Acwa (formerly ACWA Power), 2. GS Inima Environment S.A. (March 2026)
  • EWA has received bids for a contract on Preliminary Construction Works (PCW) for the state’s first IWP in Al-Hidd. The bidders are: Ahmed Mansoor Alaali (Structural and Mechanical Division), Almoayyed Contracting, Panorama Contracting & Engineering Services, Sayed Kadhem Al Durazi & Sons. Almoayyed Contracting has submitted the lowest bid price of BHD 2.45 million ($6.52 million). The SWRO desalination project with a capacity of 60 MIGD will be developed within the existing Hidd Power and Water Plant Company (HPC) site. The scope includes demolition of certain existing facilities/buildings within the project boundary to accommodate the IWP project and construction works for replacement buildings. (May 2026)

Project Scope

The project scope involves development of Bahrain’s first independent water project (IWP) in Al-Hidd.

 

The seawater reverse osmosis (SWRO) plant is expected to have a production capacity of about 60 million imperial gallons a day (MIGD) of potable water. It will be developed using a build, own and operate (BOO) model for 20 to 25 years.

 

The facility will be developed on a brownfield site.

Project Structure:
The project is owned, operated and managed by the Electricity and Water Authority (EWA) of Bahrain. EWA’s transaction advisory team for the project comprises KPMG Fakhro as the financial consultant, WSP Parsons Brinckerhoff as the technical consultant and Trowers & Hamlins as the legal consultant.
