KOC has awarded the Project Management Consultants (PMC) contract to Worley for the project management of Kuwait Environmental Remediation Program (KERP) for an additional five (5) years. Under the contract, Worley is responsible for the management of the KERP and various aspects of environmental remediation and management. Worley’s PMC services will be provided through Worley’s offices in Kuwait. (March 2024)

Project History
  • KOC has invited bids for the PMC contract by 16 July, 2017 for the $3bn post-Gulf War environmental remediation programme. (May 2017)
  • KOC has invited revised bids by 14 August, 2017 for the PMC contract and soil remediation works for the $3bn post-Gulf War environmental remediation programme. The PMC contractor will oversee environmental remediation as well as restoration projects in the North as well as South East Kuwait. (August 2017)
  • The PMC contract worth $98 million for the KERP has been awarded to WorleyParsons of Australia. (April 2018)
  • KOC is set to issue tender in the second quarter of this year for the main contract of its major remediation programme. (February 2019)
  • KOC has cancelled the tender of a contract to clean between 200,000 and 300,000 square metres of contaminated soil using bio-remediation. Companies submitted bids for the project in July 2017. (April 2019)
  • KOC is set to issue tender for the two major contracts to clean up lakes of oil in Kuwait. The first contract, covering the remediation of 4 million cubic metres of contaminated soil, is set to be issued in June. The second contract, which will include the remediation of nine million cubic metres of contaminated soil is to be tendered in the fourth quarter of this year. (May 2019)

Twelve bidders have summited the proposals for North Kuwait Excavation Transportation and Remediation project, which addresses oil contaminated soil located in the Raudhatain and Sabriya oil fields of Kuwait. The Kuwait Company for Process Plant Construction & Contracting K.P.S.C. (KCPC) has submitted the lowest combined price for Zone 1 and Zone 2 as KWD 377 million ($1.2 billion). (December 2020)

Thirteen bidders have summited the proposals for South Kuwait Excavation Transportation and Remediation project, which addresses oil contaminated soil and sludge located in the Greater Burgan oilfield of Kuwait, identified as South Kuwait (SK). The Burgan Company for Well Drilling of Kuwait has submitted the lowest combined price for Zone 1, Zone 2 and Zone 3 as KWD 167,339,602 ($549.8 million). (December 2020)

  • KOC is expected to award the EPC contract in this month for its soil remediation project in Zone 1 and 2 of North Kuwait as part of its Kuwait Environmental Remediation Programme (KERP). The Kuwait Company for Process Plant Construction & Contracting has submitted the lowest bid of $615 million. The estimated project value is $900 million. The project's scope includes the construction of remediation treatment plant, remediation pads, pre-treatment of soils prior to bioremediation, storage and management facilities, site restoration and associated facilities.   • KOC has awarded the EPC contracts worth KD 1 billion ($3.31 billion) for its soil remediation project in Zone 1 and 2 of North and South Kuwait as part of its Kuwait Environmental Remediation Programme (KERP). The North Kuwait project is divided into two sites with a total value of $381.58 million. The first site (Zone 1) contract worth $193.58 million has been awarded to the alliance of Khaled Ali Al Kharafi and Brothers for Construction Contracting and Lamor Corporation, while the Zone 2 work has been awarded to Kuwaiti Company for Plant Construction and Contracting and Environmental Technology Management Company for a total amount of $188 million. The South Kuwait project - Zone 1 contract worth $196.53 million has been awarded to the alliance of Khaled Ali Al Kharafi and Brothers for Construction Contracting and Lamor Corporation, while Zone 2 contract worth $185.23 million has been awarded to the Heavy Engineering Industries and Shipbuilding Company in alliance with Zaopin. The contracts scope includes the construction of remediation treatment plant, remediation pads, pre-treatment of soils prior to bioremediation, storage and management facilities, site restoration and associated facilities. The two major stages of the project will together treat 13 million cu m of oil contaminated soil. This is related to soil damage, including lakes, moist and dry oil and oil-contaminated piles.   • KOC has signed the EPC contracts worth KD 1 billion ($3.31 billion) for its soil remediation project in Zone 1 and 2 of North and South Kuwait as part of its Kuwait Environmental Remediation Programme (KERP). The contracts signed are as follows: 1. The North Kuwait project - The first site (Zone 1) contract worth $193.58 million with the alliance of Khaled Ali Al Kharafi and Brothers for Construction Contracting and Lamor Corporation. 2. The North Kuwait project - The first site (Zone 2) contract worth $188 million with Kuwaiti Company for Plant Construction and Contracting and Environmental Technology Management Company. 3. The South Kuwait project - The second site (Zone 1) contract worth $196.53 million with the alliance of Khaled Ali Al Kharafi and Brothers for Construction Contracting and Lamor Corporation. 4. The South Kuwait project - The second site (Zone 2) contract worth $185.23 million with Heavy Engineering Industries and Shipbuilding Company in alliance with Zaopin. 5.   • Kuwait's Central Agency for Public Tenders (CAPT) has issued the third major soil remediation tender estimated to be worth around $500 million, as part of the Kuwait Environmental Remediation Program (KERP). Last date to submit bids is 23 January, 2022. The tender scope will focus on contaminated soil in the south of Kuwait and is the second such tender to focus on pollution in the south of the country – South Kuwait Excavation, Transportation and Remediation Project - (SKTR-II). The contract will be divided into different zones and packages. It is expected to include processing between 8-9 million cubic meters of contaminated soil. The UN has sanctioned $2.9bn for the remediation projects. (December 2021)
  • KOC has awarded a contract to Vivakor of US and Al-Dali International of Kuwait to execute remediation of 500,000 tonnes of contaminated soil in Kuwait. Under the terms of the deal, Vivakor will provide patented equipment and a support team to provide regular maintenance. It will develop two on-site remediation processing centres (RPCs) that will process 40 tonnes of soil per hour. Al-Dali International will provide operational support for the project. (January 2022)

Zaopin Hangzhou of China, in partnership with the Contractor General Trading & Contracting Co. has won this contract for the South Kuwait Excavation, Transportation and Remediation Project - (SKTR-II). The contract scope will focus on treating the contaminated soil in the south of Kuwait (Area C) and is the second such contract to focus on pollution in the south of the country. The contract will be divided into different zones and packages. It is expected to include processing between 8-9 million cubic meters of contaminated soil. (February 2023)
  • KOC has issued tender for the final contract for a major project to treat contaminated soil, as part of the oil cleanup project. Last date to submit bids is 16 April, 2023. This last contract, floated under KERP, is the re-vegetation contract, which will be implemented in the northern and southern regions of the country. The contract scope will involve clean-up operations, and will restore vegetation, as the project will repopulate many areas in Kuwait with local plants. (February 2023)

Project Scope

The project is an initiative aimed to repair oil contamination within KOC oilfields, dating back to the 1991 Gulf War. 

 

Approximately 114 square kilometres of Kuwaiti desert surface has been contaminated by the burning of nearly 700 oil wells, which were set on fire during the war.

 

The scope will include cleaning up of lakes of oil in northern Kuwait and processing 4 million cubic metres of oil and contaminated sand. It will include landfilling contaminated earth and bioremediation.

 

The contractor’s scope of work includes the following:

Contractual Preliminaries, HSE Studies, General Preliminaries, Work Related Preliminaries, Temporary Works & Enabling Works includes High Resolution Satellite Imagery – Preliminary Works, UXO Project Final Reports including Project GIS Database, Ground-truthing & Pre-Topographic Surveys, UXO Battle Area Clearance, Soil Characterization & Treatment Areas/Pads Construction.
