Acwa Power has confirmed achieving financial close on Rabigh 4 IWP (600,000 cubic meters a day): $677mn. (October 2023)

Project History
  • SWCC has invited firms to submit proposals by 17 March, 2019 for EPC contract for its planned development of Rabigh 4 desalination plant. (January 2019)
  • Client has cancelled the EPC tender for its planned Rabigh 4 desalination plant. (April 2019)
  • SWPC has invited developers to submit EOI by 30 June, 2021 for the planned 600,000 cubic metres per day Rabigh 4 IWP. The developer scope of work includes, development, financing, procurement, implementation, operation and maintenance of the Project. (June 2021)
  • SWPC has named the companies, which submitted EoI for the planned IWP.   • SWPC has received bids for the planned 600,000 cubic metres a day (cm/d) Rabigh 4 IWP. The bidder consortiums are: • Acciona Agua / Aljan & Brothers Energy Company, • Acwa Power / Haji Abdullah Alireza & Co (HAACO) / Almoayyed Contracting Group, • Engie. (November 2022)
  • SWPC has assessed bids for the planned 600,000 cubic metres a day (cm/d) Rabigh 4 IWP. The consortium of Acwa Power, Haji Abdullah Alireza & Co (HAACO) and Almoayyed Contracting Group has emerged as the preferred bidder by submitting an attractive levelized cost of SR 1.7162 per cu m. The consortium of Acciona Agua and Aljan & Brothers Energy Company is in the reserved bidder list. It submitted a levelized cost of SR 2.0386 per cu m for the contract. (March 2023)
  • SWPC has awarded a contract to the consortium of Acwa Power, Haji Abdullah Alireza & Co (HAACO) and Almoayyed Contracting Group to develop its planned 600,000 cubic metres a day (cm/d) Rabigh 4 IWP. The consortium submitted an attractive levelized cost of SR 1.7162 per cu m. (April 2023)
  • Saudi Arabia’s Minister of Environment, Water and Agriculture and Chairman of Saudi Water Partnership Company (SWPC) signed the water purchase agreement (WPA) with the winning developer consortium of ACWA Power, Haji Abdullah Alireza & Co (HAACO) and Al Moayyed Contracting Group (AMCG) for the Rabigh-4 IWP. The project value is $677 million. (April 2023)
  • Acwa Power consortium has awarded the EPC contract to the consortium of Power China, SEPCOIII, and WETICO to develop its planned 600,000 cubic metres a day (cm/d) Rabigh 4 IWP. (July 2023)

Project Scope

The project scope involves the development of the proposed independent water project (IWP) on the Red sea coast, Rabigh, Saudi Arabia.

 

The plant will use reverse osmosis technology and will have the capacity to produce 600,000 million cubic metres per day of water.

 

Power supply for the project will be facilitated from Saudi Electricity Company’s high voltage network.

 

SWPC will purchase the output and entire capacity of the project, under a Water Purchase Agreement (WPA) for a period of 25 years.

 

SWPC’s obligations under the WPA will be supported by a credit support agreement from the government of the Kingdom of Saudi Arabia.

 

The Rabigh 4 IWP project is part of the kingdom’s programme to develop 16 IWPs to service areas across the kingdom.

Project Structure:
The project is owned, operated and managed by the Saudi Water Partnership Company (SWPC). SWPC is advised by KPMG Professional Services (Lead and Financial Adviser), Eversheds Sutherland (International) LLP (Legal Adviser) and WSP (Technical Adviser).
