Project Current Status

The Al-Kharsaa 800 MW solar power plant has been connected to the grid at full capacity, with all modules provided by LONGi. The project is developed by a consortium of Total and Marubeni and is Qatar's first solar power plant. Equipped with LONGi Hi-MO series bifacial modules and a tracking system, the plant is the world's largest PV project to combine these two elements. (December 2022)

  • Kahramaa has launched process of pre-qualification of bidders for the 500-MW solar project. The deadline for submission of statements of qualification (SoQs) is June 24. (May 2018)
  • Developers have submitted pre-qualification entries. (June 2018)
  • Client is in process of evaluating pre-qualification entries for 500MW solar plant. (August 2018)
  • Qatar is set to issue the request for proposals (RFPs) for 500 MW solar PV power plant by the end of 2018. (September 2018)
  • Kahramaa has named the firms pre-qualified to bid for Qatar’s first major photovolatic (PV) solar project. They are – CGL New Energy of Hong-Kong, Enel of Italy, Engie of France, Hanwha Q Cells of South Korea, Innogy of Germany, Itochu Corporation of Japan, Jinko Power of China, Kepco of South Korea, Marubeni Corporation of Japan, Mitsubishi of Japan, Mitsui & Co of Japan, Power Construction Corporation of China, Sojitz Corporation of Japan, Total of France, X-Elio of Spain, and Zorlu Enerji of Turkey.   • The pre-qualified firms have received tender documents on 31 January for the planned PV solar independent power project (IPP). (January 2019)
  • Siraj Power has increased the capacity of its planned solar project to 900 MW. (February 2019)
  • A group of international consultants is advising Siraj Power on its planned 900MW solar project in Qatar. The UK’s EY and DLA Piper, and Finland’s Poyry are providing financial, legal and technical advisory services respectively. (March 2019)
  • The pre-qualified companies have been invited to submit bids by 13 June, 2019 for the planned 900MW PV solar plant in Al Kharsaah. (May 2019)
  • The pre-qualified companies have been given more time until 11 July, 2019 to submit bids for the planned PV solar plant in Al Kharsaah. Capacity of the proposed plant has been reduced from 900MW to 800MW. (June 2019)
  • Five proposals have been submitted for the solar plant. The bidding groups are: Engie of France / GS E&C of South Korea, Jinko Power of China / Kepco of South Korea, Marubeni of Japan / Total of France, Mitsubishi Corporation of Japan, Powerchina. (August 2019)
  • A consortium of Marubeni of Japan and Total of France is emerged as the preferred bidder for the planned 800MW PV solar plant in Al Kharsaah, west of Doha, which will be co-developed with Siraj Power. (December 2019)
  • For the planned 800MW photovoltaic (PV) solar plant in Al Kharsaah, west of Doha, development contract has been awarded to a consortium of Marubeni of Japan (51%) and Total of France (49%). The project will be developed and operated by Siraj 1 SPV, jointly owned by the Consortium of Total Solar International and Marubeni (40%), alongside Siraj Energy (60%), a joint venture between Qatar Petroleum (40%) and QEWC (Qatar Electricity & Water Company, 60%).   • The engineering, procurement and construction (EPC) contract for the planned 800MW photovoltaic (PV) solar plant in Al Kharsaah, west of Doha, has been awarded to China Power Guizhou Engineering. (February 2020)
  • Two Japanese banks, Mizuho Bank and the Japan Bank for International Cooperation (JBIC), have signed an agreement to provide a syndicated loan of $330mn for the construction of an 800MW solar power facility in Qatar. According to JBIC, it will come online by April next year. (August 2020)
  • Construction starts on 800MW solar power project in Al-Kharsaah. (August 2020)
  • The EPC contractor on the project, China Power Guizhou Engineering has awarded a contract to Hitachi ABB Power Grids for work on the 800MW Al-Kharsaah photovoltaic (PV) solar plant in Qatar. Under the contract, Hitachi ABB Power Grids will provide a 220kV grid connection solution for the PV solar project. The solution will include detailed engineering and equipment. (February 2021)
  • A contract to supply 3,000km of photovoltaic (PV) PRYSUN cables has been awarded to Oman Cables for the 800MW Al-Kharsaah photovoltaic (PV) solar independent power producer (IPP) project in Qatar. Oman Cables launched its PRYSUN solar cable in 2021. The solar cables have been designed to withstand the demanding conditions of PV projects in the Middle East and are certified by TUV. The PRYSUN cables have been designed for the interconnection of various elements of PV systems, including panel interconnection, between panels and string boxes or string boxes to the inverter.   • A contract to supply bifacial modules and a tracking system has been awarded to LONGi Solar for the 800 MW Al-Kharsaah photovoltaic (PV) solar IPP project in Qatar. The project will be equipped with LONGi Hi-MO 4 bifacial modules and a tracking system and will be the world’s largest PV project to combine these two elements. (March 2022)
  • QatarEnergy has signed a deal with Qatar Electricity and Water Company (QEWC) to acquire QEWC’s 49% interest in their joint venture Siraj Energy, making it a wholly-owned affiliate of the state energy company. It is expected that upon closing of this acquisition, Siraj Energy will be absorbed within QatarEnergy Renewable Solutions, which is QatarEnergy’s investment arm specializing in renewable and sustainable energy investments and projects. Project Scope

The project scope involves the development of 800 MW solar photovoltaic (PV) power plant in Al Kharsaah. 

 

The independent power project (IPP) will be owned by the entity that won the tender, with a stake of at least 40% in the special purpose vehicle (SPV), and strategic national investors (SNIs) in Qatar, with up to 60% shareholding. Siraj Power is the SNI representing the State of Qatar for this Project.

 

The project developer will design, build, own, finance, operate and transfer a solar project.

 

Kahramaa will buy the output under a 25-year power purchase agreement (PPA).

Project Structure:
The project is owned, operated and managed by a joint venture between affiliates of QatarEnergy Renewable Solutions (60%), Marubeni (20.4%) and TotalEnergies (19.6%). EY and DLA Piper are advising on the scheme.
