Project Current Status

A preferred developer and contractor has been selected for Al Nouf IPP project. Sumitomo Corporation of Japan has been selected as the preferred developer, while a joint venture of Tecnicas Reunidas of Spain and Orascom Construction of Egypt has been selected as the preferred EPC contractor. Project History
  • Ewec has issued a request for statements of qualifications (SOQs) for a contract to develop the Al Nouf Independent Power Producer (IPP) project and interested developers are expected to submit their SOQs by March 20, 2025. (March 2025)

  • Ewec has issued a Request for Proposals (RFP) for the development of the Al Nouf Independent Power Producer (IPP) project, the largest single-site carbon-capture-ready Combined Cycle Gas Turbine (CCGT) plant in the UAE. Proposals in response to the RFP are expected by Q4, 2025. The plant will utilize high-efficiency natural gas turbine technology to deliver as much as 3.3 GW of electricity. To accelerate progress post-award, EWEC has pre-secured gas turbines for the Al Nouf facility. The Al Nouf Complex has been chosen as a project site for its prime coastal location that enables both seawater-cooled power generation and reverse osmosis (RO) desalination. (August 2025)

Project Scope

The project scope involves the development of the Al Nouf Independent Power Producer (IPP) project, the largest single-site carbon-capture-ready Combined Cycle Gas Turbine (CCGT) plant in the UAE.

 

The plant will utilize high-efficiency natural gas turbine technology to deliver as much as 3.3 GW of electricity. To accelerate progress post-award, EWEC has pre-secured gas turbines for the Al Nouf facility. 

 

The Al Nouf Complex has been chosen as a project site for its prime coastal location that enables both seawater-cooled power generation and reverse osmosis (RO) desalination.

 

While constructed without immediate carbon capture, the plant is designed to be carbon-capture-ready, allowing retrofits later to capture over 90% of CO2 emissions. Its intended purpose is to supply large-scale power with flexibility and reliability, supporting Abu Dhabi’s energy transition, renewable integration, and grid stability. 

 

The project will be implemented under the proven framework of Abu Dhabi’s IPP programme, in which developers enter into a long-term agreement with EWEC, the sole off-taker. The scope includes the development, financing, construction, operation, maintenance, and ownership of the facility. The selected developer or consortium will hold up to 40% equity in the project company, while the remaining stake will be indirectly retained by the Government of Abu Dhabi.
