Project Current Status

SWPC has named the frontrunners to win the contract for the development of the Riyadh-Qassim IWTP project. Vision International Investment Company has emerged as the frontrunner to win the contract after submitting the lowest levelised water transmission cost of 2.627 Saudi riyals per cubic metre (SAR/m³). A consortium comprising Bahrain’s Lamar Holding, UAE-based Etihad Water and Electricity Company and China’s Shaanxi Construction Engineering Group Corporation was selected as reserve bidder, with a bid of SAR 3.262/m³.   • SWPC has invited EoIs by 31 October, 2021 for the Riyadh-Qassim IWTP project, which on completion, will have a transmission capacity of 685,000 cu m per day. The 1,392-km-long pipeline project will be implemented on a build, own, operate and transfer (BOOT) basis. (September 2021)

  • SWPC has invited consultants to submit request for qualification (RFQ) until 18 April, 2022 for the contract to provide supervision and contract management services for its independent strategic water reservoir (ISWR) and independent water transmission pipeline projects (IWTP). The ISWR programme consists of the development, financing, procurement, construction, operation and maintenance and transfer of the independent water reservoirs. The ISWR projects will be developed under a build, own, operate and transfer (BOOT) model by a project company which will have a 100 percent stake in the firm. Project Scope

The project scope involves the development of an independent water transmission pipeline (IWTP) from Riyadh to Qassim.

 

The IWTP will have a length of 859 Km, which will supply Riyadh and Qassim regions and its related governorates with 685,000 m3 per day of potable water. 

 

Additionally, the project includes storage tanks with total capacity of 1,591,000 m3, and 11 city gates.

 

The pipeline project will be implemented on a build, own, operate and transfer (BOOT) basis. 

 

The winning bidder will provide the entire transmission capacity under a water transmission agreement (WTA) to SWPC under a 35-year water transmission agreement in a bid to boost the Eastern Supply Group to provide critical connectivity between the consumption centers and the upcoming desalination plants.

 

SWPC’s obligations will be supported by a credit guarantee from the Ministry of Finance on behalf of the Saudi government.

Project Structure:
The project is owned, operated and managed by the Saudi Water Partnership Company (SWPC). SWPC is being advised by Synergy Consulting IFA Inc. (as Lead and Financial Adviser), Amer Al Amr Law Firm (as Legal Adviser) and Fichtner GmbH & Co. KG (as Technical Adviser) for the project.
