Project Current Status

The SEPCO-3 of China has signed a contract valued at 150 billion won ($114 million) with Doosan Enerbility of South Korea to supply equipment for combined-cycle power plant project in the Taiba and Qassim regions in the Saudi kingdom. Under the contract, Doosan Enerbility will supply two 650-megawatt steam turbines and generators for the Qassim 1 and Taiba 1 power plants. SEPCO-3 is responsible for the engineering, procurement and construction (EPC) of the Taiba and Qassim independent power plant (IPP) projects. (April 2024)

  • SEC moves ahead with plans for two large gas-fired independent power producer (IPP) projects, which will be located in Taibah and Al-Qassim. (January 2021)
  • Financial advisory bids have been submitted for the planned IPP projects. The bidders are: Ernst & Young of UK, Sumitomo Mitsui Banking Corporation of Japan, PWC of UK, Cranmore Partners of UK/UAE. Cranmore submitted the lowest bid offer. Offtaker Saudi Power Procurement Company is still evaluating bids for the financial advisory contract for the two schemes. (February 2021)
  • Saudi Electricity Company (SEC) has awarded the technical adviser contract to Fichtner Consulting of Germany for two planned 7GW gas-fired independent power producer (IPP) projects to be located in Taibah and Al-Qassim. (March 2021)

  • Saudi Power Procurement Company (SPPC) has invited developers to submit expressions of interest (EoI) by 23 November, 2021 for the project to develop a 3,600 MW gas-fired IPP at Taiba, located near Medina in the western province of the kingdom. SPPC is planning to sign a power purchase agreement (PPA) with the appointed developer for a period of 25 years following the beginning of commercial operations of the plant. The project be developed under a build, own and operate (BOO) structure. Taiba IPP is being planned to be developed along with another 3.5 GW gas-fired Al-Qassim IPP project. (November 2021)

  • SPPC is set to ‏re-tender Taiba and Qassim gas-fired IPP projects with provision for Carbon Capture and Sequestration (CCS) readiness. The client will be re-tendering the projects into four smaller combined cycle power projects of 1800 MW capacity each with provision for CCS readiness. All Taiba and Qassim qualified developers are automatically qualified for the new projects while other interested participants can also submit their qualification documents. ‏These projects will introduce the developer’s ability to implement CCS or other potential solutions to address GHGs emissions when deemed feasible allowing for greater participation of developers, EPCs, and Original Equipment Manufacturers (OEMs), and will drive further local content and value-added to the Kingdom. The RFPs have been issued for four combined cycle power projects with a total capacity 7,200 MW as follows: Taiba IPP 1: 1,800 MW, Taiba IPP 2: 1,800 MW, Qassim IPP 1: 1,800 MW, Qassim IPP 2: 1,800 MW. All Taiba and Qassim qualified developers are automatically qualified for the new projects while other interested participants can also submit their qualification documents. (February 2023)
  • SPPC has issued the requests for proposals (RFPs) to pre-qualified companies for Taiba and Qassim gas-fired IPP projects with provision for Carbon Capture and Sequestration (CCS) readiness. Eighteen companies are pre-qualified as Financial and Technical Members (FTM): Abu Dhabi National Energy Company (TAQA), Kahrabel FZE – Engie, EDF, General Electric Company, International Company for Water and Power Projects (ACWA Power), JERA Co, Korea Electric Power Corporation, Marubeni Corporation, Nebras Power, The Kansai Electric Power Co Inc., Saudi Electricity Company, Power and Water Utility Company for Jubail and Yanbu (Marafiq), Samsung C&T Corporation, Sumitomo, NTPC, China Power International Holding Ltd / Ajlan Brothers, Al Jomaih Energy & Water Co. (AEW) / EDRA Power Holdings, Sojitz Corporation. Two companies – Alfanar Company and Gulf Investment Corporation – are pre-qualified as Financial Members, while Orascom Construction is listed as Technical Member. (February 2023)
  • SPPC has awarded the contracts for Taiba-1, Taiba-2, Qassim-1, and Qassim-2 IPPs. The winning bidders for power projects with a total capacity 7,200 MW are: • Taiba IPP 1: 1,800 MW - Saudi Electricity Company / International Company for Water and Power Projects (ACWA Power), • Taiba IPP 2: 1,800 MW - Al Jomiah Energy and Water / EDF / Buhur for investment, • Qassim IPP 1: 1,800 MW - Saudi Electricity Company / International Company for Water and Power Projects (ACWA Power), • Qassim IPP 2: 1,800 MW - Al-Jomiah Energy and Water / EDF / Buhur for investment. SPPC will sign a PPA with the appointed developer for a period of 25 years following the beginning of commercial operations of the plant. The project will be developed under a build, own and operate (BOO) structure by the wining consortiums, which will be 100% owned by the successful bidder. The projects will contain the latest Class H/J Gas Turbines of the highest efficiency in Combined Cycle operation, for the first time in the Kingdom of Saudi Arabia and will allow for the utilization of carbon capture technologies.   • Saudi Irrigation Organization (SIO) has signed an agreement with Saudi Power Procurement Company (SPPC) to supply renewed water [treated sewage water] to Taiba IPP. The project includes the construction of a 122-kilometre-long water transportation and storage system, in which main components include water pumping and storage stations with a design capacity of 20,000 cubic metres per day.   • A consortium comprising Saudi Electricity Company (SEC) and Saudi utility developer Acwa Power signed the 25-year power-purchase agreements with SPPC to develop and operate the Qassim 1 and Taiba 1 IPP projects on 13 November. China’s Sepco 3 will undertake the engineering, procurement and construction contract for the two projects, while US-based GE will supply the CCGT for the power plants. (January 2024)
  • SPPC has awarded a project to Mohammed Al-Kharafi & Sons Company for the construction of a treated effluent supply network for Taiba 1 and Taiba 2 Independent Power Plants (IPPs) in Madinah. The project includes the construction of a 122-kilometre water transportation system, water pumping and storage stations. It is being funded by Saudi Irrigation Organization (SIO). (March 2024)
  • SPPC has signed two contracts with Gas Arabian Services Co. (GAS) of Saudi Arabia with a combined value of SAR 598 million ($159.4 million). The contract scope includes engineering, procurement and construction (EPC) of gas pipelines at Qassim and Taibah. The first contract is valued at SAR 341.90 million, while the second is worth SAR 256.1 million. The entire project work will be completed within a period of 22 months. (March 2024)

Project Scope

The project scope involves construction of 4 gas-fired independent power producer (IPP) projects at Taiba and Qassim.

 

The gas-fired IPP projects will have the provision for Carbon Capture and Sequestration (CCS) readiness.

The four combined cycle power projects with a total capacity 7,200 MW are as follows:
1. Taiba IPP 1 1,800 MW
2. Taiba IPP 2 1,800 MW
3. Qassim IPP 1 1,800 MW
4. Qassim IPP 2 1,800 MW

 

SEC first planned to develop a large project in Taiba in 2015, initially as a 3,780 MW integrated solar combined cycle (ISCC) project. The project had been tendered as an engineering, procurement and construction (EPC) contract, with a separate original equipment manufacturer (OEM) contractor to be appointed. However, the tender was cancelled as the kingdom switched strategy back towards the independent power producer (IPP) model.

 

SPPC is planning to sign a power purchase agreement (PPA) with the appointed developer for a period of 25 years following the beginning of commercial operations of the plant. The project will be developed under a build, own and operate (BOO) structure.

Project Structure:
The project is owned, operated and managed by the Saudi Power Procurement Company (SPPC), a subsidiary of Saudi Electricity Company (SEC). SPPC is responsible for tendering renewable and conventional energy projects in order to meet the growth in the Kingdom’s power demand. Fichtner Consulting of Germany is technical consultant, Cranmore is Financial Consultant and Linklaters is the legal adviser for the two planned projects.
