China National Offshore Oil Engineering has announced the groundbreaking of Bul Hanine project in Qatar. It involves the construction of more than 60 standalone offshore oil and gas facilities and 40 subsea pipelines and cables, as well as modification of in?service platforms and decommissioning and removal of obsolete platforms. The China National Offshore Oil Engineering is undertaking the project under an integrated EPIC scope covering engineering, procurement, fabrication, transportation, offshore installation and commissioning. The project team has established a full?cycle integrated management and control mechanism, with dedicated plans developed for key links including process interfaces, risk isolation and resource allocation. (October 2026)

Project History
  • QP is planning a multi-billion-dollar scheme for development of the 45,000bpd Bul Hanine field. (2012)
  • QP has received the pre-qualification documents on phase II of gas field redevelopment project. The ITB is expected to be issued in the second quarter, depending on the results for the project go-ahead to be given by Aker, who is in the final stages of a pre-feed feasibility study for the Bul Hanine project. (March 2016)

(March 2016)
  • Survey specialists operating from the Fugro Proteus, Pacific Grouse, and Bourbon Enterprise vessels will conduct geotechnical and geophysical assessments to support the redevelopment of the offshore Bul Hanine and Maydan Mahzam fields. They will work alongside geo-consultancy teams undertaking foundation assessments and advising on pipe-soil interaction. (April 2022)
  • QatarEnergy has received technical bids for the three EPC packages of the Bul Hanine offshore field expansion project. (January 2025)
  • QatarEnergy has received commercial bids for the three EPC packages of the Bul Hanine offshore field expansion project. (July 2025)
  • QatarEnergy has awarded the EPC contracts worth $4bn to China Offshore Oil Engineering Company (COOEC) for the Bul Hanine offshore oil field development expansion project. COOEC has won two of the three main EPC packages for a project to maintain and increase the oil production potential of the Bul Hanine offshore oil field. The EPC works on the first package cover - expansion of existing offshore production stations, construction of utilities platform, installation of gas-injection platform and riser platform, modifications to existing structures and installation of safety and security systems. The EPC works on the second package cover - installation of brownfield hookups, flowlines, and associated offshore infrastructure. COOEC has appointed US-based KBR to provide detailed engineering services for the first and second EPC packages. Doha Petroleum Construction Company (Dopet) was earlier selected for the third EPC package of the project. Through this project, QatarEnergy intends to increase and stabilize the field’s output to 93,000 bpd. (September 2025)
  • QatarEnergy has awarded a contract to KBR for the detailed design and engineering services for the Bul Hanine offshore oil field development expansion project. (November 2025)
  • The China Offshore Oil Engineering Company (COOEC) has awarded a contract to Wood to deliver the detailed design for QatarEnergy’s Bul Hanine EPIC2 project. Wood will support COOEC to design an optimized solution for the field’s complex pipeline network to enhance production capacity and extend asset life. Wood will undertake the design of 25 pipelines, including ensuring safe interaction where pipelines cross existing infrastructure and managing thermal expansion to protect long-term integrity, alongside crossing analysis for 15 umbilicals and two power cables. Project Scope

The project scope involves redevelopment of the Bul Hanine offshore oil field, which began production in 1972, located about 120 kilometers to the east of the Qatari coastline,

The field currently has a production of about 40,000 bpd, which will be ramped up to 95,000 bpd. Enhanced oil recovery (EOR) technology is being used that will prolong the life of the field by 25 years.

The extent of work includes new offshore central production facilities and a new onshore gas liquids processing facility at Mesaieed. This will be marked by a massive drilling campaign of about 150 new wells between now and the year 2028.

New wells will be drilled from the existing/modified well-head jackets, as well as from 14 new wellhead jackets. Both new and modified wellhead jackets, in addition to associated production and injection flowlines, will form parts of the project works.

All wellheads stream fluids will be processed in the new offshore central complex, comprising of production, compression, utility and living quarter platforms, with topsides weight ranging from 4,000 to 14,000 tonnes.

Produced oil will be sent to Halul Island for export. The produced sour rich gas of about 900 million cubic feet per day will travel via a new 150-kilometre subsea pipeline to a new gas treatment facility in Mesaieed for products recovery, where lean sweet gas will be sent via a new subsea pipeline back to the new off-shore facilities for compression and injection.

The project has been divided into 3 EPC packages.

The works on the first EPC package cover - expansion of existing offshore production stations, construction of utilities platform, installation of gas-injection platform and riser platform, modifications to existing structures and installation of safety and security systems.

The EPC works on the second package cover - installation of brownfield hookups, flowlines, and associated offshore infrastructure.

The redevelopment is part of a comprehensive plan currently being implemented to raise the efficiency of producing fields as well as the implementation of various well drilling programs to increase crude oil reserves in fields like Bul Hanine and Dukhan.

QP has been receiving technical advice from French energy major Total on how to get more out of the ageing Bul Hanine field.

After the US and Russia, Qatar remains the third largest producer of natural gas in the world with 5.1% of global production. It is also the world's top exporter of liquefied natural gas (LNG) cornering 31% of total global exports in 2014, owing to its large of hydrocarbon reserves.

In 2014, in the shadow of the moratorium, Qatar's total hydrocarbon output remained unchanged at 5.2mn barrels of oil equivalent per day constituting 3.2mn from gas and 2.0mn from oil.
