Project Current Status

Oman Electricity Transmission Company (OETC) has completed the construction of a solar energy transmission station in the Wilayat of Ibri. The 220kv grid station with a construction cost of about RO 7.5 million, is the first grid station connected to solar power plant in Ibri. (October 2022)

Project History
  • OPWP is set to issue the RFP in Q4 2017 for its first large scale solar Independent Power Project (IPP), which will have capacity of at least 200 MW, to be operational by 2020. (May 2017)
  • Tender for advisory roles contract on Oman’s solar IPP has been issued. Last date to submit bids for Financial and Commercial Advisory Services is 10 July, 2017, whereas for Legal Advisory services, it is 24 July, 2017. (June 2017)
  • OPWP is set to issue tender later this year for the first large-scale solar project of up to 500-megawatt (MW) capacity being implemented in the Sultanate. The contract award for the project is expected during the second half of 2018. The project has been upsized to 500MW from earlier envisaged capacity of 200MW. (October 2017)  
  • Advisory services contract has been awarded for 500MW solar project. Fichtner of Germany will provide technical advisory services, while Synergy Consulting will be responsible for financial advisory services and DLA Piper for legal advisory services. The consortium will advise OPWP in preparing the groundwork as well as the tendering documents for the competitive process for implementation of the solar power project. Part of the remit of the advisory consortium is to pinpoint a suitable location for the project. (November 2017)
  • OPWP starts procurement process of the 500 MW solar IPP to be located at Ibri. Last date to submit Statement of Qualification is 22 February, 2018. The Request for Qualification (RfQ) documents are available until 18 January, 2018. (January 2018)
  • Pre-qualification entries have been submitted by more than 20 firms for Oman’s first utility scale independent electricity production project using solar energy. (March 2018)
  • Companies have been pre-qualified for the 500 MW solar tender launched in December, 2017. They are - ACWA Power of Saudi Arabia, EDF Energies Nouvelles of France / Korea Electric Power Corporation (KEPCO) / BP Alternative Energy Investments Limited of UK, GCL New Energy International Limited of China / Alfanar Company of Saudi Arabia, Hanwha Q Cells Corporation, International Power S.A. (IPSA) of France, Lightsource BP Renewable Energy Investments Limited / Chint New Energy Development (Zhejiang) Co of China, Marubeni Corporation of Japan, Masdar of UAE / Total Solar of France, Mitsui & Co. of Japan, X-ELIO Energy of Spain, and Zorlu Enerji Elektrik Uretim A. of Turkey / Abengoa Energa, S.A. of Spain.   • The bids submission deadline has been extended to 12 November, 2018 for 500 MW Ibri solar photovoltaic plant tender. (October 2018)
  • Three groups have submitted bids for the tender on development of 500 MW Ibri solar photovoltaic plant. The bidders are: ACWA Power of Saudi Arabia; Marubeni Corporation of Japan; and Masdar of UAE / Total Solar of France. (November 2018)
  • OPWP has invited firms to submit bids by 14 April, 2019 for a consultancy services contract on the development of its planned 500 MW solar photovoltaic plant at Ibri. (March 2019)
  • A consortium led by Acwa Power of Saudi Arabia has been selected as preferred bidder for the development of 500 MW Ibri solar PV plant. The consortium partners include: Kuwait’s Gulf Investment Corporation and Alternative Energy Projects Company. (April 2019)
  • BOO contract for the development of planned 500 MW solar PV plant at Ibri has been awarded to a consortium led by Acwa Power of Saudi Arabia holding 50% stake, and the consortium partners – Kuwait-based groups Gulf Investment Corporation (GIC) and Alternative Energy Projects Company (AEPCo) – holding 40% and 10% stakes respectively in the special purpose vehicle (SPV) formed for the project. The consortium will be responsible for the development, finance, construction, and operation of the 500 MWac solar project. (May 2019)
  • Acwa Power led consortium signed PPA for the PV solar project in May. Financial closure is expected soon. (November 2019)
  • The Asian Infrastructure Investment Bank (AIIB), a multilateral development bank, has offered a loan of $60 million for a 500 MW Ibri solar project. The solar project is being developed by Shams Ad-Dhahira Generating Company. (February 2020)
  • Acwa Power said its consortium with Gulf Investment Corporation (GIC) and Alternative Energy Projects Company (AEPC) has achieved the financial closure for the $400-million IPP project. It will be funded on a debt to equity ratio of 70:30. Under a key agreement, a syndicate of six international and local lenders, will provide the $275 million senior debt to the consortium. The mandated lead banks including Asian Infrastructure Investment Bank (AIIB), Bank Muscat, Riyad Bank, Siemens Bank, Standard Chartered Bank and Warba Bank, helped structure the largest utility scale solar PV project in Oman on a 16.5 year door-to-door tenor.   • ACWA Power consortium has achieved a new milestone for the 500 MW Ibri 2 solar PV project, which entails the shipment of the first 10 MWp of 24,700 bifacial solar panels manufactured by Jolywood. The panels will generate an output capacity of 405 Wp per panel. The mega-project will occupy an area of 13 million square metres (140m sq ft) in Al-Dhahirah governorate. The plant will be equipped with around 1.4 million solar panels. At peak capacity, Ibri II complex will be capable of generating enough power to meet consumption needs of some 33,000 households per year. (July 2020)
  • Oman's “largest utility scale renewable energy project,” the 500 MW Ibri 2 solar field, has been inaugurated after a 13-month construction period. The plant will generate enough electricity to power 50,000 homes. OPWP is the off-taker of electricity under a 15-year contract. Ibri 2, which consists of bifacial solar panels, is set to help Oman towards its goal of having renewables generate 20% of its electricity this decade and “up to 39%” by 2040. (January 2022)

Project Scope

The project scope involves the development of the sultanate’s first large scale solar Independent Power Project (IPP) with capacity of 500MW at Ibri, 300 kilometres away from Muscat. 

 

The project is set to be developed on the Build-Own-Operate (BOO) model.

 

This project is the first in the series of renewable energy projects that OPWP plans to develop over the next few years to support the sustainability strategy in the country.

Project Structure:
The project client is Oman Power & Water Procurement Company (OPWP). OPWP, a member of Nama Group, is the sole buyer of power and water for all IPP and Independent Water & Power Project (IWPP) projects within Oman.
