Client has postponed the request for proposals (RfP) for its new 800MW Misfah IPP until September 2017. (June 2017)

Project History
  • OPWP has issued tenders seeking proposals to provide financial, commercial and legal advisory services for competitive tendering of new power generation capacity to meet future demand in 2021 and beyond. The tender documents for financial, commercial and legal advisory services will be available for purchase between March 13 and 24, while the last date of submission is April 21, 2016. (March 2016)
  • OPWP is set to tender 800MW IPP in the Sultanate in 2016. OPWP plans to issue tender documents for the project through the IPP procurement model. (July 2016)
  • OPWP has issued tender for the contract to provide technical advisory services for the development of new power and water capacity. Consultants have time until 26 October, 2016 to submit bids for the role. (September 2016)
  • Firms have been invited to submit pre-qualification entries by 12 December, 2016 for a new 800MW independent power project (IPP) in the Misfah region of the sultanate. (November 2016)
  • The pre-qualification entries have been received for 800MW IPP in the Misfah region of the sultanate. The firms are Alfanar Consortium, EDF International, Enel SPA, General Electric, International Power, Korea Electric Power Corporation, MAPNA Consortium, Marubeni Corporation, Mitsui Consortium, RWE Generation, and Sojitz Corporation.   • Atkins of UK has been awarded a contract to provide technical advisory services for the development of the 2021 power procurement cycle. Atkins will assist OPWP for the forecasted increase of additional 800MW capacity in the main interconnected system (MIS) by 2021. It is expected to be completed within 18 months. (January 2017)
  • OPWP is considering packaging the re-privatisation of an existing Manah IPP with the planned Misfah IPP. The decision is expected by the end of May. The pre-qualified bidders have been notified by the client on 12 April that they had been qualified for the main contract. (April 2017)

Project Scope

The project scope involves the development of a new 800MW independent power project (IPP) in the Misfah region of Oman, near Muscat.

 

The IPP will be another major power project in the MIS following the Ibri/Sohar 3 IPP.

 

The expansion of the power generation capacity is to secure an economic expansion of the MIS capacity to meet future demand in 2021 and beyond. 

 

This procurement will follow the current established procurement process and contract structure.

 

The MIS extends throughout the governorates of Muscat and Buraimi, and most Al Batinah North, Al Batinah South, Dakhiliyah, Sharqiyah North, Sharqiyah South and Dhahirah, serving around 754,000 customers.

 

The MIS peak demand is expected to grow at about nine percent per year, from 5,122 MW in 2014 to 9,530 MW in 2021.

 

OPWP, a member of Electricity Holding Company, is responsible for procuring new electricity generation capacity and water in the Sultanate.
