Acwa Power has achieved financial closes of the Ar Rass solar PV and the Al Shuaibah 1 and Al Shuaibah 2 solar PV projects, which form a part of Saudi Arabia’s National Renewable Energy Programme (NREP). (October 2023)

  • Saudi Arabia’s Ministry of Energy, Industry and Mineral Resources pushes ahead with the initial 700MW of the first 3.45GW of the kingdom’s National Renewable Energy Programme (NREP). The ministry will issue request for pre-qualification (RFQ) documents on 20 February, 2017, and request for proposals (RFPs) to pre-qualified bidders on 17 April, 2017. (February 2017)
  • The pre-qualification documents have been issued for the initial 700MW of NREP. Developers will have time until 20 March, 2017 to submit pre-qualification entries.   • Contract for the planned development of 300MW photovoltaic (PV) solar project at Sakara has been awarded to Acwa Power of Saudi Arabia. The developer signed a 25-year power-purchase agreement for the solar independent power project (IPP) for a world-record tariff of 2.34 $cents a kilowatt hour ($c/kWh). The project will require an investment of $302 million. (February 2018)
  • Bids submission deadline has been extended for a second time for the 400MW wind power project. It is now 17 April, 2018. (March 2018)
  • Bids have been submitted for the Kingdom’s first utility-scale 400MW wind power project in Dumat al-Jandal in Al Jouf region. The bidders are - Acwa Power, Electricite de France, Enel, and Engie’s International Power. (April 2018) 
  • The contract on the 400MW wind power project in Dumat al-Jandal in Al Jouf region is set to be awarded in December, 2018. Four prequalified bids were submitted for the $500 million project by pre-qualified consortiums led by international and regional renewable energy developers ACWA Power, EDF Energies Nouvelles, Enel Green Power, and International Power, Dubai branch (ENGIE). EDF and its consortium partner Abu Dhabi’s Masdar placed the lowest bid of just under eight halalas per kilowatt hour, while the second lowest was submitted by the Dubai branch of France’s Engie and Saudi Services for Electro Mechanic Works. A halala is equal to one hundredth of a riyal. (August 2018)
  • Acwa Power and AlGihaz Holding Company, a major Saudi contractor and investor, have announced the financial closure of the SR1.2 billion ($320 million) Sakaka PV IPP. A new company “Sakaka Solar Energy Company (SSEC)” has been formed with Acwa Power holding 70 per cent and AlGihaz 30 per cent through its subsidiary AlGihaz Renewable Energy Company to own the Sakaka PV Plant. SSEC has concluded a 25 years Power Purchase Agreement with Saudi Power Procurement Company (SPPC) acting as offtaker. The transaction is financed through limited recourse ring fenced project financing with the entire debt fully underwritten by Natixis as Initial Mandated Lead Arranger and Bookrunner. In addition, Arab National Bank provided an equity bridge loan for the transaction. (November 2018)
  • The consortium of EDF and Abu Dhabi’s Masdar has been shortlisted for the contract on 400MW wind power project in Dumat al-Jandal in Al Jouf region. They placed the lowest bid of just under 8 halalas per kilowatt hour. (November 2018)
  • Contract to develop the $500 million-400MW Dumat al-Jandal wind project has been awarded to the EDF/Masdar consortium, who submitted the lowest levelized cost of electricity (LCOE) bid of 7.996 halalas per kWh. The consortium will develop the wind project under a 20-year PPA with Saudi Power Procurement Company (SPPC). (January 2019)
  • Companies have been invited to submit EoIs for seven PV projects by 14 February, 2019 under the second round of the kingdom’s NREP project.   • MoU has been signed with the Mecca municipality to develop 2.6GW of solar capacity in the Mecca. The Faisaliah Solar Power Project is planned to be developed in several stages by the Saudi Ministry of Energy, Industry and Mineral Resources and the Development Authority of Mecca. Only 600 MW of the project will be tendered by the REPDO, while the remaining 2 GW will be built by the country’s Public Investment Fund along with its partners. (March 2019)
  • Saudi Arabia’s Repdo is set to issue the RFPs for the 7 PV projects with combined capacity of 1.51GW under the second round of the kingdom’s NREP. The bids submission deadline for the planned 50MW Medina and 45MW Rafha solar IPPs will be set for the end of September. RFP for the 200MW Qurayyat IPP, 300MW Rabigh IPP, 300MW Jeddah South IPP and 600MW Al-Faisaliyah IPP is expected to be issued in early July, with a planned submission date in early December.   • Repdo is set to issue the request for qualification (RFQ) this month for the third round of the NREP. The 60 firms pre-qualified to the second round will be considered pre-qualified for the third round. More developers can submit documents to pre-qualify for the upcoming third round. Tender for six renewable IPPs of capacity 1.6 GW, under round 3, is planned to be issued in December. These six IPPs will comprise one wind and five PV solar projects. (October 2019)
  • The bids submission deadline has been extended for category A and category B PV projects under the second round of the Kingdom’s NREP.   • Saudi Arabia’s Finance Ministry has said the government expects to generate investments worth SR14bn ($3.7bn) in the second and third rounds of the NREP. There are six PV solar IPP, with a combined total capacity of 1,270MW, under round two of the NREP, while round three comprises one wind and five solar PV projects with a combined total capacity of 1,580MW.   • Saudi Arabia’s Al Rushaid Group has signed a JV agreement with France’s Optimum Tracker to build components and systems of solar plants in the kingdom. The venture will receive an initial investment of SAR 200 million (Dh195.61mn) and will be based in the Eastern Province, aiming for gradual capacity of “no less than 150 megawatts”. The two companies will combine their expertise in designing and engineering services, focusing on manufacturing of mounting system structures for solar photovoltaic panels. (December 2019)
  • Client has issued the RFQ for the third round of the kingdom’s NREP. Last date to submit the RFQ documents is 6 February, 2020. RFP is planned to be issued on 19 March, 2020. Round 3 projects are divided into two categories: 1. Category A includes - Layla 80 MW solar PV project, and Wadi Al Dawaser 120 MW solar PV project. 2. Category B includes - Saad 300 MW solar PV project, and Ar Rass 700 MW solar PV project. (January 2020)

  • Shortlisted bidders have been announced for 5 PV solar projects under the second round of NREP. Category B Projects – 1. For the 300MW Jeddah photovoltaic PV IPP, Repdo shortlisted the two lowest bidders as the two shortlisted bidders for the project. The consortium of the Masdar of UAE, EDF of France and the local Nesma Holding was ranked first shortlisted bidder with a levelised cost of electricity (LCOE) tariff of SAR halalas 6.09 per kilowatt hour (SARh/kWh), $cents1.62/kWh in US dollars. The second ranked shortlisted bidder was a consortium of the local Acwa Power, GIC of Kuwait and the local Al-Babtain with a LCOE tariff of SARh6.215/kWh. 2. For the 300MW Rabigh PV IPP, Repdo shortlisted a consortium of Marubeni Corporation of Japan and the local Al-Jomaih Energy & Water Company with a LCOE tariff of SAR halalas 6.38kWh, the second lowest submitted LCOE. The second ranked shortlisted bidder was the Acwa Power/GIC/Al-Babtain consortium with a bid of SAR 6.597/kWh. 3. For the 200MW Qurrayat IPP, the Acwa Power consortium was selected as first ranked bidder with a submitted LCOE of SAR 6.688/kWh. A consortium of Total Solar of France and local firms Al-Gihaz Holding Company and Altaaqa Alternative Solutions was ranked second shortlisted bidder with a LCOE tariff of SARh6.785/kWh. 4. For the 600MW Al-Faisaliah PV IPP, Repdo has invited the two lowest bidders, the Masdar and Acwa Power consortiums to submit best and final offers (BAFO), with the process to be completed in April. Category A Projects – 1. For the 50MW Medina PV IPP, the Al-Blagha Holding for Investments Company/Alfanar (local)/ Desert Technologies Industries was ranked first shortlisted bidder with a LCOE tariff of SARh7.27/kWh. The First Solar/ Al-Mowah (local) consortium was second shortlisted bidder with a tariff of SARh11.35/kWh. 2. For the 20MW Rafha project, the Al-Blagha consortium was once again ranked first shortlisted bidder with a LCOE tariff of SARh13.0772/kWh. The First Solar consortium had submitted a tariff of SARh19.04/kWh. (April 2020)

  • Tender has been issued for the two Category B projects under the third round of the NREP, which will have a combined total capacity of 1GW. Last date to submit bids is 23 September, 2020. The client is planning to shortlist bidders for the projects by 19 November, 2020. (May 2020)
  • Repdo is set to issue a pre-qualification request for Yanbu wind project in the second half of the year. The final capacity of the wind project is under discussion. Earlier, the planned Yanbu wind IPP with a capacity of 850 MW was included in the third round of the NREP. However, the project was excluded when Repdo issued an RFQ for the third round earlier this year. (May 2020)
  • Repdo has invited bids by 7 October, 2020 for the two Category A projects (Layla 80 MW solar PV project, and Wadi Al Dawaser 120 MW solar PV project) under the third round of the NREP. (June 2020)
  • For the largest capacity project in the NREP’s second round, the 600MW Al-Faisaliah PV IPP, the two lowest bidders – Masdar and Acwa Power consortiums – submitted best and final offers later in April. Bidders are still waiting for news from the client when contracts will be awarded and PPAs signed. The successful bidders for both Category A and B projects will sign a 25-year PPA with the Saudi Procurement Company (SPPC) as offtaker. (August 2020)
  • Repdo has extended the bids submission deadlines for the tenders on round 3 projects under the kingdom’s NREP. Last date to submit bids for Category A projects, initially scheduled for 7 October, 2020 are now scheduled for 16 December, 2020. The deadline to submit bids for category B projects has been postponed from 23 September, 2020 to 9 December, 2020. Repdo has now pushed back the appointment of shortlisted bidders from 19 November, 2020 to 25 February, 2021. (October 2020)
  • SEC has awarded a contract worth SAR 42,731,604 ($11,395,094) to Al Osais Contracting Company of Saudi Arabia, a subsidiary of Al Osais International Holding Company for the expansion of 132kV Substations to interconnect the Repdo’s Qurayyat and Rafha Solar PV power plant to the network. Al Osais shall perform contract work on lump sum turnkey basis, the design, engineering, materials procurement, quality management, factory inspection/testing, transport and delivery to site, installation, construction, site inspection, testing and commissioning, all associated work and services until final handing over of substation work in a satisfactorily working and operating condition.   • SEC has received bids for the construction of Saad Solar PV 380/132kV Substation around 85km from Riyadh. Fourteen bidders have submitted the proposals. Al Shariff Group for Contracting of Saudi Arabia has submitted the lowest bid price of SAR 197.7 million ($52.7 million). Saad Solar PV 380/132kV Substation will be interconnected to the proposed Renewable Energy (Solar) Power Plant of capacity 300MW at Saad. The project involves the construction a new indoor 380/132 kV Gas Insulated Substation, named as Saad Solar PV 380kV/132 kV Substation. It includes protection, control, communication and SAS/SCADA systems. The contractor shall perform work on Lump sum turnkey basis, the design, engineering, materials procurement, quality management, factory inspection/testing, transport and delivery to site, installation, construction, site inspection, testing and commissioning, all associated work and services until final handing over of new substation work in a satisfactorily working and operating condition.   • Saudi Arabia’s Acwa Power has inaugurated the 300MW Sakaka PV IPP at an investment of SR 1.2 billion ($320 million). The project was awarded to an Acwa Power led consortium at a world record tariff, at the time, of 8.781 halalas/kWh in 2018. Al Gihaz Holding, a major Saudi contractor and investor, owns a 30% stake in the Sakaka Solar Energy Company (SSEC), alongside Acwa Power's 70% stake, and was instrumental in both the investment, engineering, procurement and construction of the project.   • Saudi Arabia announces the Signing of PPA for seven Solar PV Projects of total capacity 2,970MW. The projects are located in Al Madinah, Sudair, Qurayyat, Shuaibah, Jeddah, Rabigh, and Rafha. Al-Faisaliah (Shuaibah) PV IPP (600MW) The PPA was signed with the consortium of ACWA Power, Al-Babtain Holding Investment Company, Gulf Investment Corporation. The project has recorded the world’s lowest cost for Solar PV electricity production of USD 1.04 cents/ kWh. Sudair PV IPP (1500MW) The PPA was signed with the consortium led by ACWA Power. The Project is Co-Owned by PIF and ACWA Power. The project has recorded the second lowest cost globally for Solar PV electricity production of USD 1.239 cents/kwh. Qurayyat PV IPP (200MW) The PPA was signed with the consortium of ACWA Power, Al-Babtain Holding Investment Company, Gulf Investment Corporation. Earlier, during April 2020, the Consortium submitted the price of 6.688 Halala/kWh Madinah Solar PV IPP (50MW) The PPA was signed with the consortium of Al Blagha Holding for Investments Company, Al Fanar Company, Desert Technologies Industries CJSC. Earlier, during April 2020, the Consortium submitted the price of 7.27533 Halala/kWh Rafha Solar PV IPP (20MW) The PPA was signed with the consortium of Al Blagha Holding for Investments Company, Al Fanar Company, Desert Technologies Industries CJSC. Earlier, during April 2020, the Consortium submitted the price of 13.0772 Halala/kWh The Projects will power more than 600,000 households and reduce greenhouse gas emissions by more than 7 million tons.   • The consortium of Alfanar Construction, Desert Technologies and Tamasuk Holding Company has submitted the lowest tariffs for 50MW Medina PV independent power producer (IPP) project and 20MW Rafha PV IPP. For the 50MW Medina PV IPP, the consortium submitted the lowest levlised cost of electricity (LCOE) tariff of SRh7.27/kWh. For the 20MW Rafha PV IPP, the consortium submitted the lowest LCOE tariff of SRh13.0772/kWh. The consortium has signed a 25-year power purchase agreement (PPA) with the Saudi Procurement Company (SPPC) as offtaker.   • The Ministry of Energy (MoE) of Saudi Arabia commemorated the mid-way mark of the construction of the Dumat Al Jandal wind farm, the kingdom’s first utility-scale wind farm of more than 400MW capacity and the largest in the Middle East. Developed by a consortium led by renewable energy leaders in the region: EDF Renewables and Masdar, the EPC order was awarded to Vestas in 2019. Vestas is playing a vital role in the project, having installed half of the 99 V150-4.2MW wind turbines for the project. As per the deal, the Dumat Al Jandal wind farm will supply electricity under a 20-year purchase agreement (PPA) with the Saudi Power Procurement Company (SPPC), a subsidiary of the Saudi Electricity Company (SEC), the Saudi power generation and distribution company.   • Masdar has announced that 400-megawatt (MW) utility-scale Wind Power Plant Constructed at Dumat Al Jandal is now connected to the grid and has produced its first carbon-free megawatt-hours (MWh) of energy. The project to be considered as the Middle East’s largest wind farm and the first in the Kingdom of Saudi Arabia. The wind farm consists of 99 wind turbines from supplier and EPC contractor Vestas, each with a power output of 4.2 MW. Construction began in September 2019, and the wind turbine erection works are near completion. The Dumat Al Jandal wind farm will supply electricity under a 20-year PPA with the Saudi Power Procurement Company, a subsidiary of the SEC, the Saudi power generation and distribution company.   • Repdo has awarded the BOO contract to a consortium led by Jinko Power (HK) Company for the 300 MW Saad Solar PV IPP. Other members of the consortium are Jinko Power Middle East Holding Co and Jinko Power Dhafra Holding Co. Jinko Power consortium had submitted the winning LCOE [Levelized Cost of Energy] tariff of 5.5626 halalas/kWh (approximately 1.48 cents/kWh) for the project. The project would be developed at a total investment of about $209 million. Its annual power generation, after completion, will be about 876 million kWh. The project is expected to have a construction period of 24 months and an operation period of 30 years. (March 2022)
  • Repdo has awarded a BOO contract for the 1000 MW Round 3, Category B projects of the NREP. The Saudi Power Procurement Company (SPPC), the principal buyer, signed all the project-related agreements including the 25-year PPAs with the winning consortia. The Category B projects and the winning consortia are – 1. Saad 300 MW solar PV project: The PPA has been signed with a consortium led by Jinko Power (HK) Company as the managing and technical member, Jinko Power Middle East Holding Company and Jinko Power Dhafra Holding Company as consortium members. The project is valued at around SR 800mn ($213mn) and located in Saad within the Riyadh region. It has an LCOE of 5.56 halalas/kWh. 2. Ar Rass 700 MW solar PV project: The PPA has been signed with Ar Rass Solar Energy Company (with Acwa Power as the managing and technical member, State Power Investment Corporation from China and Water and Electricity Holding Company (Badeel), a wholly-owned PIF Portfolio Company as consortium members). The project, located in Qassim region, is valued at SR 1.7 billion ($453.1 million) with an LCOE (levelized cost of energy) of 5.62 halalas/kWh. Acwa Power will hold a (40.1%) stake in the facility, along with (20%) by the WEHC, and (39.9%) will be owned by the SPIC. (March 2022)
  • The Saudi Power Procurement Company (SPPC) and the Kingdom’s Ministry of Energy (MoE) has invited companies to submit the statements of qualifications by 20 October, 2022 for the fourth round of NREP. The contract scope covers the development of five new renewable energy IPP projects, with a combined capacity of 3,300 MW. (October 2022)
  • Al Ghazala Energy Company, the Saudi-based subsidiary of Jinko Power Technology Co, Ltd, has signed the EPC contract worth $176.1mn with Elsewedy Electric Transmission & Distribution Company (EET&D) for its 300 MW Saad solar independent power producer (IPP) project in the kingdom. The scope of the full-wrap EPC contract includes design, supply, construction, warranty, initial operation and maintenance of the project. (February 2023)
  • The Power Transmission & Distribution Business of Larsen & Toubro (L&T) has secured EPC orders to construct a 380kV Substation with associated transmission interconnections in Saudi Arabia. The Kingdom, in line with its National Renewable Energy Program, is focused on increasing the share of renewable generation in its energy mix. (March 2023)

Project Scope

Saudi Arabia’s Ministry of Energy, Industry and Mineral Resources has established the Renewable Energy Project Development Office (Repdo) to head the kingdom’s National Renewable Energy Programme (NREP).

 

The NREP sets out a target for 3.45GW of renewable energy to be developed by 2020 and 9.5GW of renewable energy capacity to be established by 2023.

 

The 700MW first round will include:

1. 300MW of photovoltaic (PV) solar at a site in Sakaka in the Al-Jouf province

2. 400MW of wind capacity at a site in Midyan in the Tabuk province

 

The engineering, procurement and construction (EPC) contract for the Sakaka PV IPP was awarded to a consortium of Mahindra Susten and Chint. The operations and maintenance agreement was signed with DiaaSakaka Operation and Maintenance Company, an affiliate of First National Operations & Maintenance Co. Ltd. (NOMAC). 

 

Later rounds of projects will include other forms of renewable energy such as concentrated solar power (CSP) and waste-to-energy schemes. The renewable projects will all be developed under the IPP model.

 

The Repdo will report to a new renewable energy steering committee, which will include the heads of various government stakeholders in the kingdom including: King Abdullah City for Atomic and Renewable Energy (KA-Care), Electricity and Cogeneration Regulatory Authority (ECRA), state oil major Saudi Aramco and state utility the Saudi Electricity Company (SEC).

 

Saudi Arabia has set an ambitious target to develop 58.7GW of renewable energy by 2030, with Repdo set to deliver 30 percent of the planned capacity.

Project Structure:
The project is owned, operated and managed by Saudi Arabia’s Ministry of Energy, Industry and Mineral Resources, which has established the Renewable Energy Project Development Office (Repdo) to head the kingdom’s National Renewable Energy Programme (NREP). REPDO is being advised by Sumitomo Mitsui Banking Corporation (DIFC Branch) – Lead and Financial Adviser, DLA Piper Middle East LLP – Legal Adviser and Fichtner GmbH & Co. KG – Technical Adviser for this project.
