Project History
  • Kahramaa has issued tender for contract involving consultancy services for procuring additional power generation and potable water production capacity “Facility E” through Independent Power and Water Producers. In this regard, Kahramaa intends engaging suitably experienced consulting organizations that will be expected to provide services pertinent to the procurement process from basic concept stage all the way up to and including financial close. Last date to submit bids is 22 September, 2016. (July 2016)
  • Client is expected to issue the Requests for Qualification (RfQs) documents by the end of 2016, to pre-qualify firms for its next power generation and potable water production facility “Facility E”. (August 2016)
  • Proposals have been submitted for consultancy services contract for the Facility E project. (October 2016)
  • Kahramaa has appointed advisory consortium – EY of UK as financial consultant, Poyry of Finland as technical consultant and DLA Piper of UK as legal adviser – to carry out work involving consultancy services for the Facility E project.   • Kahramaa has invited firms to submit bids by 26 September, 2019 for its Facility E Transmission Pipelines Contract components associated with Facility E and Umm Al Hul Plants. The contract scope will include: Construction of new 1600 mm transmission pipeline with an approximate total length of 7.75 KM from tie-in point to 1600 mm pipeline at Umm Al Hul plant and up to tie-in to existing 1200 MIC transmission pipeline Construction of new 1600 mm transmission pipeline with an approximate total length of 7.25 KM from tie-in point to 1600 mm pipeline at Ras Abu Fontas plant and up to Reservoir inlet distribution chamber inside Al Thumama PRPS-5 For all new equipment at PRPS-5, Perform and interface Modification and Provide power supply, control and measurement instruments (August 2019)

  • Kahramaa has awarded a contract worth 146.3 billion won ($124 million) to Taihan to expand the power transmission system the Facility E project. Under the contract, Taihan will build new power grids to supply the power produced in this power plant to entire regions of Qatar. It is a full turnkey contract including product supply, electricity and civil engineering work, and completion test. The contract includes construction of power grids for all transmission levels up to 220kV and 132kV, and 400kV, the highest voltage among Qatar’s underground cables. (November 2021)
  • Alternative Proposal has been received from a single bidder for the planned Facility E project. Marubeni of Japan / Kyuden International has submitted an alternative proposal for an IWPP with a generation capacity of 2,600 MW rather than the 2,300 MW specified in the original tender.   • Kahramaa has awarded a contract to the consortium led by Sumitomo Corporation of Japan to develop Facility E IWPP Project. The consortium members include Shikoku Electric of Japan, and Korea Overseas Infrastructure & Urban Development Corporation (KIND) and Korea Southern Power Company (KOSPO). The four developer companies, along with Qatar Electricity & Water Company (QEWC) and QatarEnergy (QE), will establish a project company. The equity distribution between the project company shareholders is: Sumitomo Corporation: 17%, Shikoku Electric: 11%, Kospo: 6%, KIND: 6%, QEWC: 55%, QE: 5%. (November 2024)

  • The EPC contract worth $2.8 billion has been awarded to Samsung C&T of South Korea and Acciona of Spain for the Facility E IWPP Project. The integrated facility’s power generation plant will have the capacity to generate 2,415 MW of electricity, while water desalination package will have a capacity of 110 MIGD. Samsung C&T is the main EPC contractor, while Acciona won the contract to build a SWRO plant with a budget of around $500mn (€475mn) as part of the overall package. (December 2024)

  • Kahramaa has issued a tender for the Assessor Consultancy Services for the Facility E Project. Last date to submit bids for the Assessor Package is 2 January, 2025. As part of the power and water purchase agreement (PWPA), it is required to appoint a Consultant to act as the Assessor for the project, who will be a neutral party executing the duties as per the PWPA requirements including monitoring the quality & progress of the project and issuance of the Acceptance certificates for the Facility.   • A sub-contract to supply gas turbines for the power plant for the Facility E IWPP Project has been awarded to Mitsubishi Power of Japan. (January 2025)

The contract scope covers the upgrade of existing 220-kilovolt (kV) and 400kV substations and the addition of 220kV gas-insulated switchgear bays and an 800-megavolt amps transformer. (February 2025)
  • Kahramaa has signed a strategic agreement to increase the country’s electricity and water production through the construction of Ras Abu Fontas power & water project. The agreement has been signed with QatarEnergy, Qatar Electricity & Water Company Q.P.S.C, and Sumitomo Corporation (representing a consortium with Luluah Sky Energy Holding Ltd). The plant will have a production capacity of 2400 MW and 110 million gallons per day (MGD). The agreement also stipulates the purchase of power and water from the plant, which is expected to provide about 23% of Qatar’s total power and 20% of its water production. The agreement includes a three-phase commissioning plan – the first power date is set for 25 April 2028, with 836 MW of power coming online. The final Water date is scheduled on 1 August, 2028, to reach a final water capacity of 110 million gallons per day (MGD). The target full operations date is scheduled for 1 June, 2029, with total power capacity reaching 2400 MW. (May 2025)
  • Kahramaa has invited bids for the execution of Transmission Pipelines & Associated Works for the Facility E Project. Last date to submit bids is 8 January, 2026. The Facility-E pipeline execution was initiated five years ago for the purpose of transmitting the new additional capacity of 60 MIGD of distillate water produced at the proposed new production Facility E to the nearby Mega Reservoir site in Al Thumama (PRPS-5) to convoy the produced distillate water. However, the appointed contractor failed to continue with the project due to financial problems. This new tender has been floated to complete the remaining contract work, which comprises urgent completion of Facility-E Pipelines and associated integration works inside PRPS-5 in addition to the completion of the scope of works in the existing GTC 644A contract, namely the pending works of the Ras Laffan-4 pipeline inside Ras Laffan Industrial City (RLIC) and completion of Outstanding Works of DN1400 & DN1600 RAF-A3 pipelines inside PRPS5 and Umm Besher Pipelines Outside PRPS-5 (Al Thumama).   • A sub-contract to supply key equipment for the Facility E Project has been awarded to Doosan Enerbility. The total value of the contract is approximately KRW 130 billion ($88.5 million). The company has signed a contract with Samsung C&T, EPC contractor for the Facility E gas combined-cycle power plant. Under the agreement, Doosan Enerbility will supply two 430 MW-class steam turbines, two generators, and auxiliary equipment, with deliveries scheduled to be completed by 2029. (December 2025)

Project Scope

The project scope involves the development of an independent water and power project (IWPP), known as Facility E, to be located at Ras Rakan, north of Qatar.

 

The selected developer will design, build, own, finance, operate and transfer an IWPP Facility through a special purpose vehicle, who will sell its entire capacity and output to KAHRAMAA under a Power and Water Purchase Agreement (“PWPA”).

 

The proposed project will have the power generation and potable water production capacities of approximately 2,300 MW and 100 MIGD respectively.

 

The contract scope for EPC projects related to Facility E Plant Power Evacuation and establishment of series reactors in various existing substations is given below. It comprises four (4) consultancy definite packages: 

Consultancy Part-1: Package 1: it covers three EPC packages for 400kV Cables.

Consultancy Part-1: Package 2: it covers two EPC packages for 220kV and 132 kV Cables.

Consultancy Part-1: Package 3: it covers one EPC package for a new 400kV substation and upgrade of some existing substations by addition of GIS bays, transformers, shunt reactors, etc.

Consultancy Part-1: Package 4: it covers one EPC package for the installation of 400kV line connected current limiting reactors on various OH Lines in two substations.

 

Consultancy Part-2: Call-off Packages

This part shall have two (2) packages, for call-off services as and when required for the site and various other works.

Project Structure:
The project is owned, operated and managed by Qatar General Electricity & Water Corporation (Kahramaa). The state utility's transaction advisory team includes PwC of UK and Clyde & Co as financial and legal advisers, respectively, led by Energoprojekt as technical adviser.
