Saudi Miahona Consortium Named Preferred Bidder for Al-Haer ISTP Project

Saudi Water Partnership Company (SWPC) has announced that a consortium of Saudi Miahona Company and Belgian infrastructure group Besix has emerged as the preferred bidder for the Al-Haer Independent Sewage Treatment plant (ISTP) project that boasts capacity of 200,000 cu m per day.

 

Located in Riyadh Province, the Al Haer plant will boast a total capacity of 200,000 cu m per day once it starts the commercial operation during the third quarter of 2026.

 

SWPC said following the complete evaluation of the submitted proposals by the bidders, it had selected Miahona-Besix consortium as the preferred bidder on the basis of its levelized cost (SAR1.9407/cu m), while a consortium of Spanish infrastructure major Acciona and Saudi group Tawzea was named reserved bidder for its (SAR2.2041/cu m) bid.

 

As a part of SWPC’s objectives to enhance the utilization of treated sewage effluent, the project includes TSE re-use system consisting of 32 km transmission pipeline with a capacity of 400,000 cu m, pumping station and TSE reservoir tanks with a capacity of 200,000 cu m.

 

The Saudi utility said the winning bidder, under a 25-year sewage treatment agreement with the utility firm, will be incorporated to develop the project and treat the entire sewage capacity supplied by SWPC.

 

SWPC’s obligations under the STA will be supported by a credit support agreement from the Government of Saudi Arabia.

 

For the project, KPMG Professional Services are acting as financial and lead advisor to SWPC, while White & Case are the legal advisors and Future Water and Power Consulting the technical advisors.
