Rosneft looks to Build a Greenfield Refinery in India with PSUs

Russia's Rosneft is looking to build a greenfield refinery in India in a joint venture (JV) with domestic refiners, as the public sector entities are pursuing a scaled-down alternative to the proposed USD 44 bn west coast refinery.

 

Rosneft is understood to have had preliminary discussions with officials from the local refiners and the Indian government for the project, which is separate from the Gujarat refinery which Rosneft-backed Nayara Energy operates.

 

The Russian firm expects to engage in the technological chain, from production to refining and sales of petroleum products.

 

As the west coast refinery could not take off, each state refiner is now planning to digress from the JV and add greenfield capacity separately, in partnership with foreign players. Indian Oil already has a crude purchase agreement with Rosneft, while BPCL has acquired a land parcel for a refinery in Uttar Pradesh.
