Iraq Looks to Advance Nebras Petchem Plans

After years of delays, Iraq is once again pursuing its petchems dreams. Oil minister Ihsan Ismaeel has confirmed ongoing talks between Shell and the ministry over the planned 1.8mn t/y Nebras petrochemicals complex at Basra.

Plans have been laid out to overhaul Iraq’s downstream sector. The centerpiece will be the Shell-led $8bn Nebras petrochemicals complex. It will be one of the largest facilities of its kind in the Middle East.

“Talks have intensified in recent days. Shell has agreed to accelerate the required procedures, to overcome all difficulties, and to complete the contractual and legal procedures with the concerned parties before the end of this year,” the ministry says.
