Telangana Launches 5.4 MW Rooftop Solar Tender with Net Metering

Telangana State Renewable Energy Development Corporation Ltd (TSREDCO) has invited bids from interested entities for establishing several rooftop solar photovoltaic (SPV) projects of different capacities in the state under its net metering program.

The cumulative capacity of all the projects amounts to 5.4 MW. There will be 123 projects set up at different locations of the Telangana Social Welfare Residential Education Institute Society Schools or Institutions (TSWREIS) under CAPEX (capital expenses) model with a five-year comprehensive maintenance contract.

The last date for submitting the bids online is August 3, 2019. An earnest money deposit (EMD) of ₹ 5 million (~$ 72,536) must be submitted by the bidder. During project allotment, the bidder should submit a performance guarantee of 10% of the total project cost.

The eligibility criteria require the firms to have at least ten years’ experience in manufacturing. The bidders must have a BIS-approved panel manufacturing unit in Telangana. The solar panels must be credited with valid certifications such as IEC 61215-1-1:2016, IEC 61215-2:2016, IEC 617301:2016, and IEC 61730-2:2016.

The companies should have experience of installing solar grid-connected rooftop (GCRT) systems of at least 10 MW, and their SPV module efficiency should be more than 15% under standard testing conditions.

The scope of work for this project includes the design, engineering, manufacturing, procurement and supply of equipment and materials, testing and manufacturing, inspection, packing and forwarding, unloading at site, associated civil work, services, permits, installation, erection and testing and commissioning of 5.4 MW of grid-connected SPV projects under net metering program.

In March this year, TSREDCO had issued a tender for 31.12 MW of grid-connected rooftop solar PV projects under the RESCO model with net metering.  The solar PV systems were to be installed on vacant building rooftops of pump houses, reservoirs, sewage and waste treatment plants, and office buildings of Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB).

Earlier, Karimnagar Municipal Corporation had signed a memorandum of understanding with TSREDCO to install 1.35 MW of solar rooftop projects.
