SECI and HPPC Sign Power Sale Agreement for 400 MW of Solar at ₹2.44/kWh

The Solar Energy Corporation of India (SECI) and Haryana Power Purchase Centre (HPPC) have entered a power sale agreement (PSA) for the trade of power from 400 MW of solar projects. The power will be supplied from the interstate transmission system (ISTS)-connected utility-scale solar PV projects.

 

A SECI official confirmed the signing of PSA between the two agencies and said the power would begin to be supplied from the project in about two years.

 

When contacted, an HPPC official said, “HPPC will be procuring 400 MW of solar PV from SECI at a tariff of ₹2.44 (~$0.035)/kWh. The power will be supplied to Haryana within the next two years as the project commissioning will take another 21 months.”

 

This procurement will go towards meeting the solar renewable purchase obligation (RPO) of HPPC and the distribution companies (DISCOMs) in Haryana that procure power through HPPC. HPPC is a joint forum created and owned by Haryana DISCOMs, to undertake various activities including the signing of agreements on behalf of Haryana DISCOMs as per Haryana government’s power department.

 

 

Before this, in January 2019, the Haryana Electricity Regulatory Commission (HERC) had approved the procurement of 590 MW of wind power from SECI to fulfill the non-solar RPO targets on a long-term basis (25 years).

 

According to source India Solar Project Tracker, Haryana has over 60 MW of operational utility-scale solar PV projects and over 3.5 MW of large-scale solar PV projects under development.

 

Apart from HPPC, in 2019, two PSAs entered between SECI and Tata Power Delhi Distribution Limited (TPDDL) were also approved. In March 2019, the Delhi Electricity Regulatory Commission (DERC) approved a PSA signed between the SECI and TPDDL for procuring power from 50 MW of wind power projects to meet TPDDL’s non-solar RPO. The same month, it approved another PSA between TPDDL and SECI for the sale of power from 300 MW ISTS-connected solar photovoltaic projects to meet solar RPO.
