India: MSCL to Execute Solar Rooftop Projects in Government Buildings

Mangaluru Smart City (MSCL), the SPV set up to execute Smart Cities Mission of Ministry of Housing and Urban Affairs, is planning to generate 1,250 kW power through solar rooftops of several government buildings.

 

It has entered an agreement with S G Renewables Energy for the solar project that is being executed at a cost of Rs 7.08 crore. The concessionaire will undertake operation and maintenance of solar panels for a 10-year period in this project that is being executed on public private partnership (PPP) mode.

 

The concessionaire will give the building owner 35 percent rebate in power bill; MSCL will get five percent of revenue generated and the remaining goes to the company. It is also taking care of the net metering and other aspects of the project.

 

MSCL has already commissioned 58.5 kW rooftop solar project at ESI Hospital. Apart from this, work on installing rooftop solar units is underway for 37.05 at KFDC Building, Bolara; 44.525-kW at Town Hall; 63.05 kW at MCC office, Mallikatte; 123.60 kW at MCC main office, Lalabagh; 48 kW at adjacent commercial complex.

 

The company will also shortly take up this task at Pilikula Nisargadhama (101 kW) and Zilla Panchayat (100 kW). The agreement for the last of the two works has been signed and the buildings will use the power generated.

 

Any excess power will be supplied to the grid for which the Mangalore Electricity Supply Company (MESCOM) will pay Rs 3.56 per unit. The revenue generated will be kept in an escrow account and shared as per the above agreement.

 

MSCL has completed the switch-over to LED bulbs in government buildings at a cost of Rs 1.91 crore and this will result in energy savings of about 50-55 percent in each building. Work is underway on replacing 66,000 street lights in MCC limits at a cost of Rs 68 crore.
