Saudi Arabia Signs Deal for Offshore Jack-Up Rig Manufacturing with ARO

Saudi Arabia’s Ministry of Investment and Aramco Rowan Offshore Drilling (ARO) have signed an agreement to develop an offshore jack-up rig project in the Kingdom, supporting the localization of offshore drilling rig manufacturing and strengthening Saudi Arabia’s maritime and energy supply chains.

The agreement was signed under the patronage of the Ministry of Energy and aims to establish local capabilities for the manufacturing of offshore drilling rigs while advancing specialized technical expertise and national industrial capabilities.

Under the agreement, ARO will work to develop an offshore jack-up rig manufacturing project in Saudi Arabia, supporting the Kingdom’s efforts to expand local content across the maritime and energy sectors. The initiative is expected to strengthen domestic manufacturing capabilities and reduce reliance on imported offshore drilling equipment.

The project will focus on developing capabilities related to the manufacturing of offshore jack-up drilling rigs, while building national expertise in engineering, specialized technologies, and technical services associated with offshore drilling operations.

The initiative is also expected to contribute to the resilience and sustainability of Saudi Arabia’s energy supply chain by developing a local industrial base capable of supporting the Kingdom’s growing offshore drilling requirements.

The agreement is expected to attract strategic investment to the Kingdom’s maritime and energy sectors and create new opportunities for local suppliers and service providers. It will also support the development of specialized national skills and technical expertise required for the offshore drilling industry.

The project aligns with Saudi Arabia’s broader efforts under Saudi Vision 2030 to increase local content, diversify the economy, develop advanced industrial capabilities, and attract high-value investments and technologies to the Kingdom.

The initiative is further expected to support job creation and expand opportunities for Saudi companies across the offshore drilling, maritime, engineering, manufacturing, and associated services sectors.

The agreement between the Ministry of Investment and ARO represents a further step toward establishing Saudi Arabia as a regional center for advanced offshore drilling and maritime industrial capabilities, while strengthening the integration between the Kingdom’s energy and manufacturing sectors.
