COOEC Starts Construction of Qatar Bul Hanine Offshore Oil & Gas Project

China National Offshore Oil Engineering Co. (COOEC) has commenced construction of the Bul Hanine (BH) EPIC project in Qatar, a major offshore oil and gas engineering, procurement, installation and commissioning (EPIC) project with a total contract value of approximately $4 billion.

Construction officially started on September 15, 2026, at COOEC’s International High-End Equipment Manufacturing Base in Qingdao, Shandong, China.

The project is being developed in the Bul Hanine oilfield offshore Qatar and is being invested in and developed by QatarEnergy. COOEC is undertaking the project under an integrated EPIC scope covering engineering, procurement, fabrication, transportation, offshore installation and commissioning.

The approximately $4 billion contract includes the construction of more than 60 offshore oil and gas facility units and approximately 40 subsea pipelines and cables.

The scope also covers: Modification and upgrading of existing offshore platforms; Decommissioning and removal of platforms that have reached the end of their service life; Engineering and detailed design; Procurement of equipment and materials; Offshore facility fabrication and construction; Transportation and offshore installation; Testing and commissioning.

The project involves more than 130,000 tonnes of steel fabrication, highlighting the scale of the offshore infrastructure development.

According to COOEC, the BH EPIC project represents the largest international offshore oil and gas engineering and general contracting project by contract value undertaken by a Chinese company, while also involving a broad range of work and significant construction complexity.

COOEC said it is implementing an integrated project management approach covering the full project lifecycle, with dedicated plans addressing work sequencing, risk isolation and resource allocation.

The company is also applying 3D digital modelling and full-process engineering simulation technologies to coordinate the large-scale fabrication, transportation and offshore installation activities.

The project is being executed from China’s established offshore engineering supply chain, with the Qingdao manufacturing base serving as a key construction hub.

COOEC has continued to expand its presence in the international offshore energy engineering market. During China’s 14th Five-Year Plan period, the company secured more than 170 overseas projects, including major international developments such as the Canada LNG project, Penguin FPSO and Saudi Arabia’s Marjan project.

The company said its international business has evolved from engineering subcontracting to international EPC contracting and subsequently to integrated, full-scope international engineering contracting.
