Saudi Energy Signs Upto $3bn Financing with Bpifrance for Power Grid Projects

Saudi Energy has signed a cooperation agreement with French public investment bank Bpifrance to secure financing of up to USD 3 billion for its power infrastructure projects and procurement activities.

The agreement was signed on Monday during the Saudi-French Investment Roundtable Meeting, held on the sidelines of the state visit of His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, to the French Republic.

Under the agreement, Bpifrance will cooperate with Saudi Energy to provide competitive financing solutions supporting the company’s projects to develop and expand the power grid. The financing will also support Saudi Energy’s procurement activities and strategic investment programme.

The cooperation builds on a memorandum of understanding signed by the two parties in November 2025, which established a framework for procurement financing facilities aimed at supporting Saudi Energy’s purchasing programme and diversifying funding sources for its major projects.

The financing arrangement will involve BNP Paribas and HSBC as coordinators of the financing process, with efforts underway to expand the pool of participating international lenders. The mechanism is expected to diversify Saudi Energy’s sources of liquidity and provide greater financing flexibility for future power infrastructure developments.

The funding will support projects focused on the development and expansion of the power transmission network, including investments aimed at strengthening grid reliability and stability, supporting future electricity demand growth, and improving the execution of strategic power infrastructure projects.

The agreement reflects Saudi Energy’s strategy to leverage international financing instruments to support its growing project pipeline and procurement requirements, while strengthening the Kingdom’s power infrastructure and energy security.

The cooperation also marks a further expansion of Saudi-French economic and investment partnerships, supporting broader strategic cooperation between the two countries across energy, infrastructure, finance and other key sectors
