BPCL Seeks Land for Petrochemicals Complex in Andhra Pradesh

Bharat Petroleum Corporation (BPCL) plans to establish a refinery-cum-petrochemicals complex in Andhra Pradesh, requiring approx. 6,000 acres of land along the coastline, and has approached the state government for acquisition.

BPCL Director - Finance, Vetsa Ramakrishna Gupta said the project’s pre-investment phase, approved at Rs 6,100 crore, includes land acquisition and development, detailed project reports (DPRs), and field studies. Completion of these studies, expected within six to nine months, will enable BPCL to finalize numbers and make a final investment decision (FID) by December 2025.

BPCL is exploring two refinery configurations: a nine MTPA capacity with 3.8-4 MT of petrochemicals or a one MTPA capacity. The refinery will likely yield 3-3.5 MT of petroleum products and approx. four MT of petrochemicals. The estimated capital expenditure is Rs 95,000 crore, supported by significant subsidies from the Andhra Pradesh government.

Additionally, BPCL is considering a joint venture (JV) partnership for the project, which is expected to be commissioned 48 months after the FID. The project timeline aligns with BPCL's ongoing Bina refinery expansion, ensuring both projects progress in tandem.
